ABOUT THE LAND DEVELOPMENT AGENCY

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.

The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role Summary

The Business Analyst plays a critical role within the Business & Transformation Unit, acting as the bridge between business stakeholders and delivery teams. The role focuses on gathering and translating business requirements, documenting processes, and supporting the successful delivery of transformation initiatives.

Reporting to the Senior Manager – Transformation, the Business Analyst ensures that solutions are aligned to business needs, well-defined, and delivered in a controlled and structured manner, in line with BTO governance and delivery frameworks.

Key Responsibilities:

  • Engage stakeholders to gather, analyse, document, and validate business and functional requirements.
  • Document current-state processes, identify improvement opportunities, and support future-state process design.
  • Maintain traceability between requirements, processes, and proposed solutions.
  • Work closely with the Project Manager, the wider IT team and stakeholders to support solution delivery and implementation.
  • Assist with solution design, prioritisation, business readiness, UAT, and change impact assessments.
  • Maintain project documentation and ensure compliance with governance standards and controls.
  • Act as a liaison between business and delivery teams.
  • Supporting the facilitation of workshops, interviews and working sessions.
  • Support the Project Manager with communication of requirements, changes, and impacts clearly to stakeholders.

Requirements:

  • 3 years’ experience as a Business Analyst or in a similar role.
  • Proven experience in requirements gathering, process mapping, and documentation.
  • Experience supporting delivery within structured project or transformation environments.
  • Familiarity with governance and change management practices.
  • Experience within public sector or regulated environments is an advantage.
  • Exposure to digital transformation initiatives desirable.
  • Familiarity with Agile, Waterfall, or hybrid delivery methodologies an advantage.
  • Experience with tools such as Jira, Confluence, Visio, or similar desirable.
