Business Analyst (Delivery and Schemes Division)

Ofgem’s office locations include Cardiff, Glasgow, or London, with a special welcome to applicants from these cities.


Job Summary

Join Ofgem’s Delivery and Schemes division and play a key role in delivering environmental and social programmes that support the UK’s transition to a greener, more sustainable energy future. Working within the Delivery Hub, you’ll collaborate with a multi-disciplinary team to drive strategic change, process improvements, and digital solutions across a range of energy and environmental schemes.

As a Business Analyst, you’ll thrive in an agile environment, partnering with internal stakeholders, policy and operational teams, technical specialists, and third-party delivery partners to execute complex regulatory and business change. You’ll engage with stakeholders to diagnose business challenges, identify improvement opportunities, and translate these into clear, actionable deliverables – including user stories, process maps, wireframes, and other project artefacts. Your focus will be on facilitating user adoption of new processes and systems to ensure measurable benefits for both consumers and the energy sector.

We are looking for inquisitive, detail-oriented individuals who challenge assumptions, uncover root causes, and deliver practical, lasting improvements. Your toolkit will include strong stakeholder management, experience in agile multidisciplinary teams, and a deep understanding of the software development lifecycle (SDLC). Comfort with multiple priorities and results-driven, analytical thinking will be essential.

You will ensure deliverables meet Government Digital Service (GDS) standards and public sector requirements. This is a meaningful opportunity to influence progress toward a Net Zero energy system, while engaging with a diverse and collaborative team. Note: This role is supported by Ofgem, pending a departmental realignment in 2027 under the Warm Homes Plan. The home department will be confirmed in 2026. Transfers will adhere to the Cabinet Office Statement of Practice (COSoP) or TUPE guidelines.


Key Responsibilities

Business Engagement & Change Management

  • Lead business users through structured engagement processes to deliver required changes, ensuring buy-in and alignment with stakeholder needs.

Problem-Solving & Analysis

  • Identify and diagnose issues that could impact the successful adoption of change initiatives.
  • Apply analytical, communication, and problem-solving skills to drive the team’s objectives.

Requirements Engineering & Delivery

  • Analyse business requirements and user needs to agree upon user stories and technical specifications, incorporating perspectives from specialist colleagues within the programme.
  • Forecast user volumes and transaction projections for each change initiative and across the entire project pipeline.

Agile Collaboration

  • Work closely with agile teams, subject matter experts (SMEs), and IT colleagues to foster a culture of communication and teamwork.
  • Model, document, and maintain requirements (typically user stories), often augmented by other formats when necessary.
  • Define acceptance criteria in collaboration with the Product Owner and SMEs.

Change Delivery & Process Support

  • Analyse workflows and devise strategies for streamlining business processes.
  • Define project scope, prioritising changes aligned to evolving needs.
  • Facilitate user acceptance testing (UAT) for users and test teams.
  • Maintain and update key requirements documents and specifications to guarantee quality and cross-team alignment.

Key Outputs & Deliverables

  • Feasibility assessments of existing business processes and stakeholder needs to determine the viability of proposed process/IT improvements.
  • Analysed requirements, including functional, non-functional, data, usability, and business rules, captured through conversations with business stakeholders.
  • Agreed functional workflows and adoption strategies ensuring smooth implementation of improvements.
  • Clear scope definition for each change initiative, providing priority-driven responses to emergent requirements.
  • Quality assurance and ongoing maintenance of requirements and specifications following strict GDS standards.

Person Specification

Essential Criteria

  • Proven experience working in agile, multidisciplinary, agile team environments (LEAD).
  • Stakeholder management expertise, with the ability to distill complex business needs into concise, accurate user stories. Demonstrate expertise using analysis techniques and methodologies.
  • Flexible approach to workload, balancing multiple projects under evolving deadlines.
  • Comprehensive experience within the software development lifecycle (SDLC).
  • Track record of knowledge retention and transfer.

Desirable Criteria

  • Familiarity with Government Digital Service (GDS) guidelines.
  • Experience in user research and user-centred design principles.

  • Salary: £35,232 per annum.
  • Pension: Contributory membership of the Civil Service Defined Benefit Pension Scheme, with Ofgem adding £10,206 towards your benefits.

Security Clearance
