🚀 Business Analyst – Operating Model Transformation | UK Public Sector & Regulatory Programmes

We're looking for an experienced Business Analyst who thrives in complex environments and enjoys bringing structure, clarity, and evidence-based decision-making to large-scale transformation initiatives.
Working as part of a high-profile programme for a major UK public sector/regulatory client, you will play a pivotal role in designing how the future organisation will operate. This isn't a traditional requirements-gathering role—it's an opportunity to drive meaningful change by assessing process maturity, identifying transformation opportunities, and developing a defensible roadmap for implementation.

What You'll Be Doing
As a trusted Business Analyst, you will:
- Lead the discovery and assessment of current-state business processes, operating models, and organisational capabilities.
- Design structured methodologies for process analysis, maturity assessment, benchmarking, and prioritisation.
- Facilitate workshops, stakeholder interviews, and evidence-gathering sessions across diverse business functions.
- Analyse policies, procedures, controls, governance frameworks, operational data, management information, and service performance metrics.
- Assess organisational readiness across people, process, technology, data, and control dimensions.
- Identify gaps, risks, dependencies, and opportunities for improvement, producing evidence-based recommendations.
- Develop prioritisation, sequencing, and transition roadmaps that support safe and effective transformation delivery.
- Create governance-ready analysis packs, maturity assessments, readiness reports, and business insights capable of standing up to assurance, audit, and independent review.
- Collaborate with multidisciplinary delivery teams working within Agile delivery frameworks and formal governance structures.

What We're Looking For
- Strong experience delivering Business Analysis within complex transformation, change, or operating model programmes.
- Proven expertise in process mapping, process improvement, gap analysis, and business process re-engineering.
- Experience conducting structured discovery workshops and converting complex stakeholder input into clear, actionable insights.
- Strong analytical and problem-solving capabilities with a highly evidence-driven approach.
- Ability to create traceable, defensible outputs suitable for executive stakeholders, governance boards, and audit scrutiny.
- Experience applying Lean, Continuous Improvement, Six Sigma, or similar process optimisation methodologies.
- Lean Six Sigma Green Belt, Black Belt, or equivalent certification highly desirable.
- Excellent stakeholder management and communication skills with the ability to influence at multiple organisational levels.

Desirable Experience
- Financial Services, Financial Crime, Risk, Compliance, or Regulatory environments.
- UK Public Sector or regulator-facing programmes.
- Experience working within highly governed, regulated, or assurance-driven organisations.
- Exposure to operating model design, organisational transformation, and large-scale change initiatives.
