Business Analyst (Finance Transformation - Public Sector)

Location: Hybrid 3 days in Office (Multiple locations: Nottingham, Ipswich, London, Newcastle, Manchester, Edinburgh, Croydon, Exeter, Cardiff, Birmingham or Leeds)

Should have expertise in Finance and Corporate Cost Analysis, specifically supporting the development, attribution, and reporting of emerging Unit Cost Frameworks and cost allocation methodologies.

Key Requirements:

  • Prior experience as a Business Analyst in Finance and the Public sector domain delivering complex business change, policy-driven transformations, or estates and IT infrastructure projects.
  • Proven mastery of end-to-end process modelling, including capturing current-state (As-Is) and future-state (To-Be) workflows with strict auditable traceability.
  • Advanced hands-on experience using BPMN notation/tools, data-driven operational analysis frameworks, and working knowledge of Managing Public Money principles.
  • Strong cross-functional collaboration and workshop facilitation skills used to bridge gaps, build consensus, and establish credibility across Finance, Operations, Data, and IT teams.
