The Opportunity
We're working with an organisation embarking on a major three-year Modernisation Programme designed to transform how services are delivered, improve operational effectiveness, reduce costs and enhance customer experience. With more than 40 projects underway and a significant savings agenda to deliver, this is an opportunity to play a key role in helping shape the future of the organisation.
They're building a brand new team of Business Analysts who will work alongside Project Managers, Programme Managers and senior leaders to understand how services currently operate, identify opportunities for improvement and help redesign them for the future.
This is a genuine opportunity to join right at the start of a major transformation programme where your analysis and recommendations will directly influence how essential public services are delivered.

The Role
- Work across a wide variety of business change and transformation initiatives, supporting service reviews and modernisation projects across multiple departments.
- Map current business processes, identify inefficiencies and gather evidence to support service redesign and operational improvements.
- Analyse operational data including demand, staffing, performance and costs to build clear baselines and identify opportunities for improvement.
- Work closely with stakeholders across HR, Finance, Housing, Education, Adult Social Care, Children's Services and other frontline services to understand current ways of working and develop practical recommendations.
- Support the development of business cases, options appraisals and transformation proposals through detailed research and structured analysis.
- Track benefits following implementation, measuring whether expected improvements and savings have been achieved.
- Collaborate closely with Project Managers, Programme Managers, Digital teams and operational leaders to ensure change initiatives are supported by robust evidence and meaningful analysis.
The Person
- Experience as a Business Analyst, Business Improvement Analyst, Operational Analyst or similar role supporting business change, transformation or service improvement initiatives.
- Strong process mapping and business analysis skills with the ability to understand how services operate and identify opportunities to improve efficiency.
- Comfortable analysing operational, financial and performance data and presenting findings in a clear, structured way to both technical and non-technical stakeholders.
- Excellent stakeholder engagement skills with the confidence to facilitate workshops, ask challenging questions and build trusted relationships across the organisation.
- Able to work across multiple assignments simultaneously whilst remaining organised, methodical and detail focused.
- Experience producing business cases, options appraisals, analytical reports or service review documentation would be highly beneficial.
- Experience within Local Government, the wider Public Sector, NHS or other complex regulated organisations would be advantageous but is not essential.
- Knowledge of Lean, Continuous Improvement or recognised Business Analysis methodologies would be beneficial but isn't essential.

This role is being offered on an 18-month Fixed Term Contract with a salary of up to £48,000. The team operate on a hybrid basis with an expectation of roughly 2 days per week in the office, based in North East London / Essex.
