Business Architect (Inside IR35) - 8 Month Contract
On behalf of Homes England we are looking for a Business Architect (Inside IR35) for an 8 month contract. Hybrid working 1 day per week in either London, Manchester, Birmingham, Liverpool, Leeds, Newcastle or Bristol.

The Role
The agency is currently progressing its target operating model. This includes a project to establish the ‘to-be’ business architecture, including services, process and customer journey required to underpin the regional operating model and the services provided to users.
Working closely with other Business Architects, the Enterprise Architecture and Business Analyst teams, the Business Architect will be responsible for shaping and improving end-to-end services by through both service and business architecture practices. The role will take a holistic view of how users, processes, technology, data, people, and governance interact to deliver services across the whole Agency. The role will identify areas of commonality to make recommendations for re-use therefore increasing consistency and stream-lined experience. The role will need to document the scope of any change, including the as-is to to-be roadmap, and work with the product, design, and change teams to deliver the change.
Main Responsibilities
- Articulate as-is and to-be service problems, goals, and outcomes, creating a shared understanding across stakeholders and delivery teams.
- Create service blueprints, journey maps, operating models, capability maps, and service architectures, translating strategic objectives into practical service outcomes.
- Collaborate with product, delivery, technology, operational, and business teams to ensure services are designed and delivered holistically.
- Support the design of end-to-end future-state services, ensuring user needs remain central whilst meeting organisational objectives.
- Define and communicate target service architectures, service standards, governance approaches, and design principles.
- Support strategic planning and service transformation initiatives by translating organisational goals into practical service improvements and roadmaps.
- Influence decision-making at all levels by clearly articulating service challenges, opportunities, and recommendations.

Essential Requirements
- Experience mapping the service model for an entire organisation, including customer journeys, linking through to processes, organisation model, and supporting technology.
- Strong understanding of service architecture, operating models, service blueprints, capability models, and systems thinking.
- Experience in value stream mapping to identify areas of opportunity.
- Experience designing and improving end-to-end services using user-centred design principles, with experience of starting with a blank sheet desirable.
- Experience in business to business or Government to business service design.
- Proven ability to translate business objectives and technical constraints into coherent service strategies and future-state blueprints.
- Excellent stakeholder management and influencing skills, with the ability to build consensus across multidisciplinary teams.
- Knowledge of service governance, organisational design, service management, and continuous improvement practices.
- Experience facilitating workshops and engaging stakeholders at all levels, including senior leadership.
- Experience working within agile, product, or service delivery environments.
- Understanding of the Government Service Standard.
