Sparta Global are hiring a Business Architect on a 6-Month FTC, to join a public sector transformation programme.
This role offers majority remote working with maximum 1-2 days per month on-site - our client has sites all across the UK so there are plenty of options, wherever you're based!
Summary:
This role will be the lead architect for a complex digital and organizational transformation. You will take a fragmented, "messy" operational landscape and synthesize it into a clear, actionable Target Operating Model (TOM). You are not just documenting the status quo, you are designing the future-state architecture, engaging non-technical senior stakeholders to secure alignment, and establishing the RAG-status framework to drive delivery.
Key Responsibilities
- Landscape Synthesis: Rapidly map the current "as-is" operational landscape, identifying critical friction points, process bottlenecks, and architectural debt.
- Visual Storytelling: Translate complex, technical, and fragmented system/process requirements into high-impact, simple visual artifacts (e.g., capability maps, value streams, journey maps) that enable non-technical senior leaders to make informed decisions.
- Target Operating Model (TOM) Design: Co-design the future-state operating model, iterating rapidly through prototypes to ensure the solution is both viable and aligned with departmental strategic objectives.
- Strategic Reporting: Define and implement a RAG (Red-Amber-Green) status framework that provides clear, objective visibility into operational readiness and transformation progress for executive boards.
- Stakeholder Orchestration: Act as a bridge between technical delivery teams and senior business owners. Influence stakeholders at all levels to build consensus, navigate ambiguity, and prioritize delivery over methodology.

- Transformation Acumen: Extensive experience delivering large-scale digital transformation operating models, ideally within a complex government or public sector environment.
- Design-Led Problem Solving: Proficiency in prototyping and co-design techniques. You prioritize business outcomes over rigid adherence to specific architectural frameworks (e.g., TOGAF, though awareness is useful).
- Executive Presence: Proven ability to engage senior, non-technical stakeholders. You can explain "the why" and "the how" without defaulting to technical jargon.
- Rapid Synthesis: Ability to enter a high-ambiguity environment, extract information rapidly, and convert it into a structured plan within weeks, not months.
- Resilience & Agility: You remain focused on the business problem even when the landscape is chaotic or stakeholder consensus is elusive.
