Business Change Commissioning Manager (Part-Time)
Reference: REQ7531 Hours: 30 per week / Part-time Location: Hybrid (Home + Leicester City Offices) Salary: £34,734 – £37,412 per year (pro rata) Package Value: £51,014 (including pension & holiday entitlement)
About the Role
Join our supportive team of Business Change Commissioning Managers, responsible for managing the review and delivery of strategic health and social care commissioning priorities, ensuring positive outcomes for adults, young people, their families, and carers—while maximising value for money for both the Council and NHS.
You’ll work at least 2 days per week from our Leicester City Offices, with Wednesday reserved as the team day at Halford House. The remaining days will be flexible remote work, with mandatory attendance at regular online and in-person team meetings.
Your focus will be on:
- Collaborating with stakeholders (internal & external partners, NHS, care providers, service users and carers).
- Supporting strategic commissioning objectives in partnership with the Integrated Board Lead Officer and colleagues.
- Delivering health and care system improvements that enhance integration and wellbeing.
This role plays a critical part in: ✔ Joint commissioning between health and social care ✔ Change management and coordination of the Better Care Fund ✔ Navigating complex environments to drive successful partnerships and initiatives

Responsibilities
Key Duties

Strategic Partnerships & Collaboration
- Work alongside care providers, NHS colleagues, service users, and carers to align efforts with Leicester’s Health, Care and Wellbeing Strategy.
- Contribute to joint commissioning strategies to improve outcomes for adults and children across the city.

Change & Project Management
- Lead joint commissioning activities, including change coordination and fund allocation (e.g., Better Care Fund).
- Ensure shared ownership of priorities and navigate organisational complexities for successful implementation.

Strategic Implementation
- Develop and execute strategic commissioning priorities, enhancing integration to deliver better health and social care services.
- Support integrated board projects to strengthen the care system’s responsiveness.
Requirements & Skills
Essential Criteria
- Proven experience in commissioning or project management within health and social care.
- Strong change management expertise with demonstrated ability to lead transformational projects.
- Outstanding communication skills, including excellent report writing and analytical ability.
- Capacity to interpret complex information and translate it into clear, actionable proposals for service improvements.
- Freedom to advocate for service users—respecting their experiences, lifestyles, and needs while prioritising quality of life.
- Relationship-building capabilities, essential for managing internal/external partnerships.
- Planning and organisational skills with a laser-focused approach to meeting deadlines.
