Business Change Manager (BCM) – Information Protection Programme (IPP)

About the Role
The Business Change Manager (BCM) will spearhead the Information Protection Programme (IPP), leading the transition to Microsoft Purview Information Protection (MPIP) across the Microsoft 365 (M365) estate.
This role focuses on organisational change, data breach mitigation through Data Loss Prevention (DLP), and sustainable user adoption—ensuring seamless enforcement of information governance while minimising operational disruption.
The BCM will own the Change Workstream, collaborating with stakeholders, programme leadership, and business users to design and execute communication, training, and change strategies tailored to drive successful adoption.
Key Responsibilities

Leadership
- Oversee planning, roadmapping, and delivery of change milestones
- Define, budget, and manage change deliverables (timelines, resources, costs)
- Provide leadership for the Change Team to ensure delivery excellence

Stakeholder Engagement & Relationships
- Act as a trusted advisor to business units, programme leadership, and end users
- Gather insights via user research and business impact assessments
- Mitigate competing priorities while maintaining alignment to programme goals

Change & Training Strategy
- Develop communication strategies, key messages, and stakeholder engagement plans
- Design and deliver training programmes, including workshops and CBT modules
- Establish user focus groups to refine solutions and gather feedback

Operational Support & Risk Management
- Provide upfront Day-1 user support and establish post-implementation models
- Identify, track, and escalate risks/issues to programme boards
- Monitor progress and adapt to evolving priorities across projects

Collaboration
- Work with cross-functional teams to integrate change initiatives
- Align change efforts with other programmes and adaptable commitments
Requirements
Essential
- Proven experience as a Business Change Manager or Change Lead in large-scale IT/transformation programmes
- In-depth knowledge of change management frameworks (e.g., Prosci, ADKAR)
- Experience working on UK government projects, aligned with public sector standards
- Strong background in technology-driven change (preferably within M365 platform)
- Ability to design stakeholder engagement and user adoption strategies
- Competence in communications/certifications as part of training strategy development
- Strong analytical and problem-solving skills
- Right to work in the UK
- Active UK Security Clearance
Desirable
- Hands-on experience with Microsoft Purview Information Protection or DLP solutions
- Knowledge of compliance frameworks and regulatory environments
- Previous roles in government or highly regulated industries
- Familiarity with organisational change for security and compliance initiatives
