About the Team
In line with the globalization strategy and vision of the company, the Global Payment team builds a platform to provide cross-border payment solutions for all TikTok's products and services, that are growing rapidly worldwide.
About the Role
We are seeking an experienced Business Compliance Officer to lead end-to-end regulatory compliance for our full suite of consumer and merchant financial services launching across the UK and EU. You will own compliance strategy for Buy Now Pay Later (BNPL), unsecured personal loans, and merchant working capital financing products, supporting business and product teams through launch, licensing, and ongoing regulatory supervision.
This is a critical hands-on role responsible for ensuring our financial products comply with all applicable UK and EU regulations, building robust compliance frameworks from the ground up, and managing relationships with regulators, bank partners, and channel providers across the region.
Key Responsibilities
- Regulatory Licensing & Authorization
- Lead end-to-end credit broker and lender license applications in Germany, France, Italy, Spain, Netherlands, and UK for all three product lines (BNPL, personal loans, merchant financing)
- Manage FCA Temporary Permissions Regime (TPR) registration for Deferred Payment Credit (DPC) by the 15 May 2026 opening date, ensuring operational readiness for the 15 July 2026 regulation go-live date
- Coordinate directly with national regulators (BaFin, ACPR, OAM, Bank of Spain, AFM, FCA) throughout the licensing and supervision process
- Maintain license compliance including annual renewals, regulatory reporting, and ongoing supervision requirements
- Monitor implementation timelines for PSD3/PSR (2027) and CCD2 (November 2026) and prepare the organization for new regulatory obligations across all credit products
- Ensure FOS compulsory jurisdiction compliance for all regulated credit agreements entered on or after 15 July 2026

- Channel Partnership Compliance
- Develop and implement compliance frameworks for our bank partnership model, with clear segregation of compliance responsibilities between ByteDance and regulated partner banks
- Define accountability and liability allocation for BNPL, personal loan, and merchant financing products in line with regulatory requirements
- Establish tiered due diligence, ongoing monitoring, and audit processes for bank partners, payment processors, and merchant onboarding providers
- Ensure compliance with FCA third-party reporting rules (March 2027) and EU outsourcing guidelines
- Negotiate and manage contractual compliance provisions including indemnification, service level agreements, and corrective action mechanisms
- Oversee merchant due diligence and ongoing monitoring for merchant financing programs
Qualifications
Minimum Qualification(s)
- 5+ years of compliance experience in financial services, specifically in consumer lending, payments, or BNPL
- Proven track record of successfully applying for and maintaining credit broker or payment services licenses in at least 2 EU jurisdictions
- Direct hands-on experience working with fintech-bank partnership models for lending products
- Deep practical knowledge of EU and UK financial services regulation, with specific experience in consumer credit
- Strong project management skills with ability to lead cross-functional compliance initiatives for multiple concurrent product launches
- Excellent communication skills to engage with regulators, senior leadership, and technical teams
Preferred Qualification(s)
- Bachelor's degree or above in Law, Business, Finance, or related field
- Professional certifications: CRCM, CCP, CPCO or equivalent
- Direct experience launching BNPL or point-of-sale financing products in EU/UK markets
- Working knowledge of regulatory technology (RegTech) and compliance management systems
- Experience with FOS complaints handling and regulatory examinations
