Job Description
You will have responsibility for Incident Control and Business Continuity within the Region, they will often be required to reach across to support the wider team, and carry out other tasks to contribute towards the day to day running of the Estate as directed by the Senior Officer Building Manager, Senior Officer Facilities Manager or the Head of Estate to support the team.
You will ensure robust arrangements are in place to keep building occupants safe and that all procedures meet departmental and legal requirements.
The role involves leading the response to emergencies, taking control of incidents, working closely with Emergency Services, and making informed decisions to protect people and the building.
You will be responsible for assuring that all business areas have effective business continuity plans in place, providing guidance and support where needed. This includes coordinating and maintaining Personal Emergency Evacuation Plans (PEPs) to ensure individuals are appropriately supported and accounted for during an evacuation, as well as monitoring readiness and identifying any gaps in arrangements.
Key Responsibilities
- Day-to-day oversight of Incident Control and Business Continuity in line with departmental standards. Ensure all policies and procedures are up to date and regularly tested.
- Act as a key responder to incidents, coordinating swift and effective action with relevant teams to manage risks and protect people and assets.
- Oversee the creation, implementation, and maintenance of business continuity plans, ensuring HMRC Lines of Business and Other Government Departments can respond and recover quickly from incidents.
- Ensure the region's activities are aligned for resilience, and that buildings can be recovered following any incident.
- Collaborate with Estates Workplace Operations colleagues and a wide range of stakeholders across Government Hubs and Specialist Sites to foster a strong culture of resilience.
- Support the Building Manager and ensure provision of high quality and consistent communications with customers and key stakeholders.
- Support the Facilities Management lead in delivering proactive supplier relationship management to deliver services in line with agreed contract performance levels and customer requirements.
- Support escalations through the contractual process as required, managing and owning escalated issues to resolution where appropriate and ensuring effective risk management is applied.

Person Specification
To be successful in this position the post holder must be able to demonstrate recent experience including;
- being highly responsible and able to work in a structured and organised manner, ensuring tasks are prioritised and completed efficiently.
- Incident Management and Business Continuity experience.
- the ability to analyse complex situations, identify key issues, and make effective decisions under pressure.
- excellent verbal and written communication skills are required, with the ability to convey information clearly and concisely to a variety of audiences.
- demonstration of FM Skills in both meeting customer needs and managing supplier relationships.
Essential Criteria
Recent experience within incident management. Candidates must be able to demonstrate their involvement in managing incidents, coordinating responses, and implementing solutions.
Recent experience in business continuity. This includes developing, testing, and maintaining business continuity plans.
Strong skills in engaging with stakeholders at all levels. Candidates should be able to build effective working relationships, communicate clearly, and manage expectations in challenging situations.
Strong leadership skills with the ability to take charge in high-pressure situations.
Certificate of Business Continuity. If not held on application, there is a commitment to complete this within 24 months of taking up post.
Desirable Criteria
Demonstration of Facilities Management skills and management systems.
Qualifications
Holds CBCI or Equivalent, or willing to work towards within 24 months of taking up post.
