Business Design & Change Manager | 10882 | Secondment Opportunity / Temporary Fixed Term Contract for 2 Years | 37 hours per week | £50,166 to £54,277 per annum | Grade L | County Hall / Hybrid

Our transformation agenda in Norfolk Children’s Services is succeeding for children and young people and has been endorsed recently by multiple successful inspections, including a recent Outstanding Ofsted judgement. With a track record of successful projects and further large scale change underway, this is an opportunity to be part of our highly skilled team with the focus to drive forward transformation at pace.

  • There are major programmes in place with significant momentum, but also substantial scope to develop new schemes, projects and concepts from the ground up. Examples of programmes of work include:
    • Families First Partnership Programme, which is a government supported initiative aimed at improving children's social care and supporting families. The programme will provide local safeguarding partners with support and direction to implement reforms, focusing on early intervention to reduce the number of looked-after children.
    • Local First Inclusion, is a special educational needs and disabilities (SEND) transformation initiative, aligned with national SEND Reform activity, aimed at ensuring all children and young people with SEND receive high-quality education and support in their local area, through early intervention, mainstream inclusion, and collaboration with education leaders and the Department for Education.
    • Making Better Use of Technology, which aims to enhance service efficiency, effectiveness, and quality through digital innovation. This initiative includes projects utilising tools like SharePoint, Power Automate, Microsoft Copilot, our Core Business Systems (Synergy, Liquid Logic), Power BI, and RPAs.
    • Education Systems Programme, focusing on procuring a new education system to ensure our data and intelligence about families is as joined up and effective as possible
    • Best Start in Life, which supports parents and carers of children and young people from conception until they are 19 years old (25 for young people with SEND), providing accessible, high-quality, and joined-up family-focused support through family hub sites, outreach, and online service.

As a Business Design and Change Manager, you will challenge the status quo and generate ideas through insight across Norfolk County Council and externally, using facilitation and innovation tools to prompt the flow of ideas and generate positivity about change.

You will convert ideas into ambitious proposals to formulate strong, evidence-based and robust business cases, with confidence in the idea to secure sign off. You will build project teams that will drive development and delivery and will initiate handover to business as usual at the optimum time.

Appropriate challenge and support to senior managers, business and workstream leads is a key part of this role. Alongside this, you will coach colleagues in business design and change techniques to develop a transformational culture and ethos in Children’s Services.

With a track record of change management and leadership, you’ll evidence your creativity in developing new solutions, applying concepts from one area to another and making it happen. As a strong communicator and influencer, you’ll build energy around the agenda with financial acumen to understand financial triggers in a complex organisation.

Public or private sector - you’ll be the ideas person with exceptional change and transformation skills. You’ll have the intellectual curiosity to systematically change outcomes for children and young people.
