Public Sector Business Development Manager at HGS
Are you ready to take the next step in your sales career as a Public Sector Business Development Manager at HGS?
As HGS continues to grow its public sector presence, you will help identify, develop, and progress opportunities that support digital, technology, and customer experience services across central government, local government, healthcare, education, and wider public bodies. Working closely with the VP - Public Sector, you will help build a strong pipeline, qualify opportunities, engage with prospective clients, and support the development of credible solutions across CX, digital, and technology services.
This role would suit someone who combines commercial curiosity with discipline, accuracy, and resilience. You will be comfortable navigating procurement portals, framework agreements, Dynamic Purchasing Systems, contract notices, and structured sales processes, while knowing when to involve bid, solution, partner, and delivery colleagues to shape the right response. You will join a commercially focused environment where opportunity quality, evidence, timing, and stakeholder alignment matter. When an opportunity is not immediately clear, you will use the right research, qualification routes, internal expertise, and escalation points to reach a practical view.

What Are We Looking For
- Do you have experience in sales, business development, or account management within digital, CX, technology, software, or transformation services?
- Can you identify, qualify, and progress opportunities with strong commercial judgment and discipline?
- Are you confident navigating UK public sector procurement routes, frameworks, portals, and tender requirements?
- Can you build credible relationships with clients, procurement stakeholders, partners, and internal teams to shape the right response?

Requirements
- Extensive previous experience in sales development within digital, CX, and digital transformation services
- Significant experience in UK public sector sales, procurement processes, frameworks, or relevant routes to market
- Robust experience supporting or progressing opportunities through structured sales, framework, tender, or mini-competition environments
- Strong commercial judgment, opportunity qualification, and pipeline management skills
- Ability to interpret procurement documentation, tender requirements, evaluation criteria, and submission instructions
- Confident stakeholder engagement skills across clients, partners, procurement contacts, and internal teams
- Comfortable using Microsoft Office tools, sales reporting, pipeline tracking, and opportunity management processes
