Job Summary
We're looking for a part-time Business Development Manager to drive growth across our group of software businesses serving local authorities and housing associations.
You'll be working a defined, known universe of existing clients and identified prospects, converting relationships we already have into cross-sell, renewal, and new business revenue.
You'll take ownership of a clear commercial roadmap, working closely with the Director to prioritise and execute against named accounts and named opportunities, rather than building a pipeline from scratch.
We're particularly keen to hear from candidates who already have an existing network within local authorities, housing associations, or the wider public sector software market, and who can bring genuine relationships and warm introductions into the role from day one.
About the Team
You'll be joining a small, multi-entity software group with deep roots in the UK public sector, spanning housing management systems, bespoke.NET development, and governance/audit software. We work with around 50 local authority and housing association clients, and have a track record of winning and retaining sticky, long-term public sector contracts. This is a role with real autonomy and visibility, ideal for someone who wants to shape how a growing business goes to market.

Responsibilities
- Owning and maintaining a structured account plan across our existing client base, identifying and progressing cross-sell opportunities for our governance/audit product line.
- Re-engaging lapsed or dormant accounts and reactivating stalled relationships.
- Identifying and approaching prospects with a similar profile to recent wins, using publicly available council spending and procurement data to build a targeted, qualified prospect list.
- Managing the commercial side of contract renewals, including identifying opportunities for price increases and scope expansion on support and maintenance contracts.
- Running structured account reviews with key clients, building trusted, long-term relationships with client stakeholders.
- Representing the business at a small number of targeted sector conferences and events, working these as relationship-building opportunities rather than as stalls.
- Working with the Director to shape messaging and positioning, including how we differentiate against competitors.
- Maintaining a simple, up-to-date pipeline and reporting monthly against agreed commercial targets.
- Feeding qualified opportunities through to the Director and technical team for scoping, proposal, and delivery, rather than closing every deal solo.
- Leveraging your own existing network and contacts within the sector to open doors and generate warm introductions, alongside working our existing account base.

Requirements
- An existing network of contacts within local authorities, housing associations, or public sector IT/software suppliers that you can bring into the role.
- Proven experience in a business development, account management, or client relationship role, ideally within software, IT services, or the public sector.
- Comfortable managing a defined account base rather than running high-volume outbound lead generation.
- Strong relationship-building skills, with the ability to build trust with public sector stakeholders over time.
- Commercially minded, with the ability to spot and progress cross-sell and renewal opportunities.
- Confident representing the business at industry events.
- Organised, self-directed, and comfortable working autonomously in a small team environment.
- Experience with a CRM or task-tracking tool (we use Asana).
- Familiarity with local government or housing association procurement is an advantage, but not essential.
