Senior Business Development Manager – HMRC Tax Policy & Transformation
Remote (with travel across the UK)
About the Role
We are seeking a Senior Business Development Manager (BDM) to lead Fujitsu’s engagement with HMRC, shaping and delivering innovative strategies for tax policy and transformation. This role requires a senior professional with deep expertise in HMRC operations or the broader tax industry, capable of driving cross-functional solutions that align with modernisation goals.
This critical position supports HMRC’s vision for a digital-first, customer-centric tax administration, offering opportunities to close the tax gap and deliver transformational change. You will serve as a strategic business advisor, fostering growth through innovative thinking and airtight business development.
Key Responsibilities
Strategic Leadership
- Develop and execute a strategic business development plan aligned with HMRC’s transformation roadmap, focusing on:
- Tax policy innovation
- Digitalisation
- Operational excellence
- Partner with senior stakeholders to refine HMRC’s evolving needs into actionable projects.
Stakeholder Engagement
- Build and maintain trusted relationships with HMRC leaders, partners, and internal teams.
- Identify opportunities through cross-functional collaboration and co-development of solutions.
Market & Policy Insight
- Conduct in-depth analysis of:
- HMRC’s tax policy landscape
- Emerging transformation initiatives
- White space opportunities in tax administration

Proposal Leadership
- Lead the preparation of high-impact proposals and business cases, ensuring:

- Maximum value for both client and Fujitsu’s Business Unit
Commercial Focus
- Drive commercial outcomes by:
- Identifying profitable growth areas
- Securing investment
- Ensuring successful market entry of solutions relevant to tax policy and transformation
Continuous Improvement
- Monitor strategy effectiveness.
- Gather and act on feedback to refine approaches for ongoing alignment with HMRC’s evolving goals.
Skills & Experience
Criteria for success include:
- Significant HMRC or tax-industry experience, with a track record in:
- Business development
- Policy & transformation
- Profit-driven strategy
- Ability to lead multi-stakeholder projects, particularly within public or tax-focused environments.
- Deep knowledge of HMRC’s:
- Tax policy framework
- Transformative initiatives
- Abstraction from broader UK tax regulations.
- Commercial acumen
- Proficiency in combining diverse capabilities into contextually relevant solutions.
- Demonstrated capacity to innovate in response to policy, regulatory, or technological shifts.
