Business Development Manager - UK

Deputy Chief of Smarter Traffic + Parking Enforcement (GovTech) – UK & EU Head, Belgium

About Our Company

Our client is a GovTech scale-up headquartered in Belgium, delivering cutting-edge software solutions to help public authorities conduct smarter, more effective traffic and parking enforcement. Clients include municipalities, police zones, and regional governments—pure B2G, won through tenders, RFPs, and long-term framework agreements.

  • €10M ARR portfolio
  • Private equity-backed, with proven product-market fit
  • Market leader in Belgium with a full enforcement lifecycle platform: AI-powered automated violation detection, fine processing, and payment collection
  • Reduces repeat offenders and admin overhead for cities
  • Ambitious UK expansion—greenfield market with no existing client pipeline

About the Role: UK & EU Regional Development Lead

This is a first-mover role: owning the UK market build from scratch while identifying expansion opportunities across Europe. If you thrive in long-term play, enjoy owning new-growth territories in complex environments, and appreciate clear?**reason over process-following this could be perfect.

  • Primary focus: UK greenfield launch—100% responsibility for market mapping, partner onboarding, tender processes, bids, and contract wins
  • Secondary scope: Scouting partnership opportunities in EU markets (beyond Belgium) to accelerate the European expansion agenda
  • Preconditions: No fully fleshed-out CLI volumes, CRM, or marketing activity will be pre-delivered to you. This is a blank canvas with a battle-tested platform

for the right person

What You’ll Do Daily

  • Tender Therapy:
    • Track tender portals, monitor openings, and proactively assess UK public sector procurement trends
    • Shape tender specifications before RFP releases
    • Own bid strategy—map internal/external resources, coordinate with product & delivery teams, and write/pitch winning proposals
  • Channel Warriors:
    • Develop a UK partner ecosystem from the ground up: secure camera suppliers, system integrators, and downstream integrators
    • Structure complementary revenue generation routes alongside direct tender supply chains
  • Market Intelligence Sleuth:
    • Ensure a 1-month deep-dive into the product by demos: sell it enthusiastically in day two; time-to-competence critical
    • Feed competitors, pricing, regulations, and feature adoption gaps back to the product/delivery team
  • Broad EU as An Afterthought (At First):
    • Simultaneously identify misaligned opportunities across other EU markets as time permits (e.g., France, Netherlands)
  • Relationship Architect:
    • Nurture long-term business relationships with procurement officers, CIOs, city directors, and policy leads—this is a 6+ months sales cycle game

Reasons to use Rodeo

I’m in my final year doing Economics and I don’t know whether to apply for grad schemes now or do a masters first. What do you think?

Honest answer — it depends on where you want to end up. A lot of top grad schemes (Big 4, civil service, banking) don’t need a masters. Let’s look at the ones you’d be competitive for now, and we can decide if a masters actually adds anything.

Also worth knowing: most autumn 2026 applications are open now. Timing matters more than you think.

Start with a chat, not a search bar

Grad scheme, placement, apprenticeship? Not sure what you want yet — that's fine. Your agent talks it through with you and turns "I have no idea" into a shortlist.
