Why we need this role
The Business Development Manager will be responsible for leading, developing and executing the UK Public Sector growth strategy for Colt. The role holder will have a deep understanding of the UK public procurement landscape, strong executive-level relationship management skills, and experience selling complex telecoms, connectivity, cloud, managed services, security, or digital transformation solutions.
The Business Development Manager will play a critical role in driving bookings and revenue growth, expanding framework presence, and positioning the company as a trusted strategic partner to UK Public Sector customers.
What You Will Do
Business Development & Sales Leadership
- Develop and execute a strategic growth plan for the UK Public Sector market.
- Identify and qualify new business opportunities across government departments, NHS trusts, local authorities, blue-light services, and education institutions.
- Create a strong pipeline of opportunities aligned to bookings and revenue targets.
Customer & Stakeholder Management
- Build trusted relationships with senior decision-makers including CIOs, CTOs, Procurement Directors, Digital Transformation Leads, and Commercial Managers.
- Act as a strategic advisor to customers on telecoms, connectivity, cloud, cyber security, collaboration, and digital infrastructure solutions.
- Represent Colt at industry events, public sector forums, and networking engagements.

Public Sector Procurement & Frameworks
- Maintain strong knowledge of UK public procurement regulations and routes to market.
- Drive engagement through frameworks such as Government Commercial Agency (GCA), G-Cloud, Network Services, RM-series frameworks, and other procurement vehicles.
- Support framework applications, renewals, and compliance activities.
Market & Competitive Intelligence
- Monitor market trends, competitor activity, and government digital transformation initiatives.
- Identify emerging opportunities in areas including smart cities, AI, cloud migration, cyber resilience, unified communications, IoT, and network transformation.
- Provide market feedback to product and leadership teams to support proposition development.
What We're Looking For
- 10-15 yrs experience in UK Public Sector business development within the telecommunications or technology sector.
- Proven track record selling into the UK Public Sector.
- Experience with public sector procurement frameworks and tendering processes.
- Strong Understanding Of Telecoms And Digital Infrastructure Solutions Including
- WAN/LAN Connectivity
- SD-WAN
- Unified Communications
- Cloud & Hosting
