This critical leadership role is at the heart of the Council’s data and insight journey, shaping its strategic direction, embedding a culture of evidence-based decision-making, and driving service improvement through data-driven insights.

About the Role

The Business Intelligence Manager will lead a team of analysts to deliver world-class business intelligence and strategic insights, ensuring high-quality data and analysis shape critical decisions across Council services. This includes:

  • Providing reliable, robust performance data and analysis to support operational management, reporting, and long-term planning.
  • Using modern tools (Power BI, Microsoft Fabric, and broader data platforms) to transform raw data into actionable insights.
  • Delivering corporate performance reporting and advising senior leaders (including the Corporate Leadership Team, Executive, and Scrutiny) to enhance governance and accountability.

Core Responsibilities

  • Leadership of Analytical Team: Oversee a team of analysts, ensuring they deliver high-impact insights that drive informed decision-making.
  • Data Governance & Standards: Collaborate in the development of the Council’s Data Centre of Excellence, setting consistent standards for data quality, analysis, and reporting across the organisation.
  • Data Platform & Tooling: Support the rollout of the Council’s data platform (including Microsoft Fabric), improving data integration, transformation, and analysis.
    • Enhance data quality and develop new analytical products.
    • Enable services to access and utilise data effectively in day-to-day operations.
  • Statutory & Strategic Analysis:
    • Manage complex statistical returns, needs assessments, and modelling.
    • Prioritise analytical work across multiple demands.
    • Provide evidence-based insights to support service transformation, improvement programmes, and policy development.
