About the Opportunity
We are recruiting for two proactive and knowledgeable Business Rates Inspectors. This role offers an exciting opportunity for someone with strong investigative and analytical skills to support the accurate assessment and maintenance of the Council’s Non-Domestic Rates (NNDR) taxbase.
As a Business Rates Inspector, you will:
- Conduct property inspections to identify liability changes.
- Ensure Council records are precise, up-to-date, and compliant with legislation.
- Play a crucial role in income collection and ensure businesses are charged correctly.

About the Role
The Business Rates Inspector must be an enthusiastic and confident professional with a thorough understanding of Business Rates legislation and NNDR processes.
You will demonstrate:
- Experience working within Business Rates, property inspection, valuation, or a similar regulatory role.
- Strong communication skills to engage professionally with businesses, agents, and stakeholders.
- Investigative and observational skills with the confidence to carry out independent site visits.
- High accuracy and attention to detail when reviewing property data, plans, and records.
- Caseload management capabilities, meeting deadlines with minimal supervision.
- A proactive, solution-focused approach to:
- Identifying taxbase growth.
- Ensuring compliance with regulations.
- Competency in using relevant systems, mapping tools, and digital devices to record inspection outcomes.

Responsibilities
Essential duties include:
- Carrying out inspections of commercial properties in the London Boroughs of Richmond-upon-Thames and Wandsworth to verify Business Rates liability.
- Identifying new builds, alterations, and changes of use that impact NNDR charges.
- Maintaining accurate property records and ensuring compliance with statutory requirements.
- Collaborating with:
- The Valuation Office Agency (VOA).
- Planning and Building Control teams.
- Internal stakeholders.
- Creating and serving Completion Notices where appropriate.
- Analysing site plans, photos, and GIS/mapping data to support risk assessments.
- Providing clear guidance to ratepayers and stakeholders on liability, reliefs, and legislation.
- Supporting taxbase growth and service improvement.
Essential Qualifications, Skills and Experience
- Relevant experience (preferred) in:
- Business Rates, property inspection, or valuation.
- A similar regulatory or compliance-focused role.
- Site investigation skills to verify ratings, occupancy, or structural changes.
- Familiarity with legislation relating to Business Rates.
- Proficiency in penetration tools, GIS/mapping software, or databases.
- Strong ability to liaise with diverse stakeholders (e.g., businesses, agents, solicitors).
- Aptitude for analysing technical data and identifying discrepancies.
Other Necessary Information
- This is an office-based role (no unspecified site travel required).
- Both the London Borough of Richmond-upon-Thames and London Borough of Wandsworth are part of a collaborative partnership, working towards shared operational efficiencies.
