Job Location & Working Arrangements
- Location: Initially in Bradford, moving to Leeds Valley Park in Summer 2026.
- Hybrid working: 37 hours/week (Mon-Fri), with an expectation of 1-2 in-office days per week.
- Contract: Permanent

This Capability Lead role focuses on:
- Describing and embedding frameworks for capability growth
- Learning and progression pathways for talent and teams
- Ensuring high performance across the department.
Key Responsibilities
- Define and own the Commercial capability framework, including:
- Learning pathways
- Job families
- Progression routes
- Set standards for capability and role expectations across the Commercial Services function.
- Reshape and maintain structured talent identification, succession planning, and capability development.
- Design/implement consistent and scalable frameworks/tools for building capability.
- Collaborate with leaders to:
- Identify capability gaps
- Prioritise development needs
- Align capability frameworks with operating models.
- Embed frameworks into business-as-usual, fostering adoption and consistency.
- Clarify "what good looks like" for roles and capabilities in Commercial Services.
- Influence leaders to own capability improvement for their teams.
Skills & Qualifications
Essential
- Experience in designing and implementing capability frameworks, career pathways, or talent development approaches.
- Strong grasp of how people capability fuels performance/delivery.
- Knowledge of capability maturity models and talent frameworks.
- Ability to balance strategic and operational priorities, turning concepts into frameworks.
- Strong influence skills to align and engage senior stakeholders without formal authority.
- Experience working in complex, multi-team environments (matrixed or otherwise).
- Ability to simplify complex concepts into clear, actionable structures.
- Strong analytical thinking with a track record of identifying capability gaps, risks, and development priorities.
- Successful track record of embedding capability frameworks.
