About The Roles

We are recruiting a small team of Capacity and Capability Service Managers to play a critical and complementary role within GBE Local's Capacity and Capability Service.

GBE's capability and capacity service is being developed to deliver support to communities and local authorities to provide advice, guidance and technical assistance and lead the development of standard delivery models. The service managers will work with the head of the service and a small team of coordinators to take a lead on an aspect of the service from design to implementation and delivery. Whilst there is an opportunity to specialise and focus on one area the team will work across the whole service to enable agility and continuity of provision.

This is an opportunity to shape a new national function from the ground up and directly influence how local energy is delivered across the UK.

Key Responsibilities

Across all roles:

  • Contribute to the design and continuous improvement of GBE Local's Capacity and Capability Service, ensuring alignment with organisational strategy
  • Work collaboratively with internal teams, delivery partners, local authorities, and sector stakeholders
  • Apply service design and user-centred approaches to ensure products and services meet real customer needs
  • Develop and maintain strong networks across the local energy and community energy sectors
  • Monitor and evaluate impact, using feedback and data to continuously improve services

Role 1: Standardisation and Guidance

  • Lead the development of standardised templates, toolkits and guidance for local energy projects (e.g. business case templates, financial models, delivery frameworks)
  • Translate complex technical, financial and legal requirements into clear, practical resources for non-expert users
  • Own the lifecycle of knowledge products (scoping, drafting, testing, QA, publication and iteration)
  • Ensure consistency and quality across all GBE Local customer-facing materials

Role 2: Technical Assistance and Advisory Service

  • Design and support the delivery of a technical assistance offering, including:
    • Early-stage community engagement and awareness
    • Regional advisory services
    • Targeted technical support for project development
  • Identify and coordinate expertise (internal and external) to support customers at different project stages
  • Develop service models, operating processes and delivery partnerships
  • Support the establishment of a scalable and accessible advisory network

Role 3: Regional Relationship Management

  • Build and lead proactive engagement with Devolved Governments, ensuring regular communication, coordination and knowledge-sharing to support GBE Local's mission
  • Map and maintain up-to-date understanding of existing regional and devolved schemes, identifying opportunities for collaboration, alignment and reduced duplication
  • Identify and escalate regional delivery challenges or barriers, working with colleagues across GBE Local to propose solutions
  • Act as GBE Local's primary regional liaison for community and local energy delivery partners, ensuring timely, accurate and constructive support. Working closely with the Local lead for External Affairs and the Customer Engagement Lead.

Essential

Qualifications and Experience:

  • Experience designing and delivering services, programmes or products in a complex policy, public sector or infrastructure environment
  • Strong ability to translate complex concepts into clear, user-focused outputs, whether guidance, tools or services
  • Experience managing multiple workstreams and delivering to pace in a developing environment
  • Excellent stakeholder engagement skills, with the ability to work across technical and non-technical audiences
  • Strong analytical and problem-solving skills, with a proactive and structured approach

Desirable

  • Experience in local energy, community energy, infrastructure or net zero delivery
  • Experience in service design, user research or building customer-facing offers
  • Understanding of public sector funding, business case development, or project finance
  • Experience working with local government, combined authorities, or community organisations
  • Relevant degree or equivalent professional experience in a related field (e.g. energy, public policy, or service design).
