Title: Capture Manager - Bids & Proposals
Reports to: Regional Director - UK
Location: Manchester (Hybrid/Remote)
Required Skills & Experience:
- Strong knowledge of UK public sector procurement and framework environments.
- Proven experience leading complex bids and capture activity.
- Experience controlling and managing framework vehicles.
- Commercially astute with strong strategic thinking capability.
- Excellent written communication and proposal development skills.
- Ability to manage multiple priorities under tight deadlines.
- Experience operating within a global organisation.
- Exposure to NATO or multinational procurement desirable.
- Proficiency in Microsoft Office and CRM platforms.
Key Responsibilities:
Capture & Growth
- Identify and prioritise new opportunities across UK Government, Defence, Security, and NATO.
- Lead full lifecycle capture activities from qualification to award.
- Develop win strategies, competitor positioning, and partner engagement plans.
- Support pipeline development and long-term growth strategy.

Framework Strategy & Control
- Lead and manage Sterling UK’s framework strategy.
- Maintain governance, compliance, and readiness across all frameworks.
- Oversee framework onboarding, renewals, documentation, pricing alignment, and call-off management.
- Ensure competitive positioning for new and re-compete vehicles.
Bid Leadership
- Lead and coordinate responses to ITTs, RFQs, and mini-competitions.
- Manage cross-functional bid teams (technical, commercial, legal, supply chain).
- Ensure compliant, high-quality, and timely submissions.
- Drive continuous improvement in bid processes and win rates.
