Case Officer, Greater Manchester
Role Overview
Job Title: Case Officer Location: Home-based, with regular travel within Greater Manchester region Contract Type: Permanent Hours: 35 hours per week Salary: £29,170 per annum
This is an exciting opportunity to join RBL, a leading Armed Forces charity, and support the Greater Manchester casework team to provide direct welfare support to RBL beneficiaries across areas including health, social care, employment, benefits, statutory support, and housing.
About the Role
Our Casework Services team is dedicated to enhancing the lives of around 12,000 Armed Forces community members annually, both in the UK and overseas. By collaborating with RBL departments and external partners, we deliver tailored, integrated support aligned with each beneficiary’s specific needs.
This person-centred, flexible role focuses on delivering high-quality welfare advice, ensuring beneficiaries receive comprehensive, seamless support whenever they need it most.
Key Objectives:
- Assist 12,000 beneficiaries annually, including military families abroad and service leavers returning to civilian life.
- Proactively support individuals navigating complex circumstances by combining specialist advice with practical action.
- Ensure fair access to support regardless of regional challenges (e.g. rural or congested areas).

Responsibilities
Reporting to the Area Casework Services Manager, your duties will include:

- Provide direct, sympathetic support, advice, and guidance to RBL beneficiaries on welfare issues, including but not limited to:
- Health
- Social care
- Employment
- Benefits
- Statutory support

Beneficiary Needs Assessment:
- Thoroughly evaluate beneficiaries’ individual circumstances to identify gaps in support.
- Collaborate with regional specialist teams and external providers to create integrated, holistic solutions.
- Develop strategies that cost-effectively maximise access to available resources.

Workforce Intelligence:
- Support Casework Services Manager and Head of Welfare in analysing area-specific beneficiary needs.
- Contribute data-driven recommendations to commission new specialist services where required.

Signposting & Advocacy:
- Clearly communicate available entitlements (local, national, and RBL-specific) to beneficiaries.
- Facilitate access to benefits/ services through direct navigation, proxy applications, or liaising with partners.

- Local Partnership Development:
- Foster key relationships with housing associations, employment charities, and healthcare teams.
- Expand referral networks within the Greater Manchester community, e.g. Legion branches, care homes, Remembrance groups, and other support services in social recovery.
Requirements
Essential Criteria:
- Compassion and problem-solving skills – ability to identify barriers and propose creative solutions.
- Proven experience in delivering advice or casework support (no minimum level, but range widely within welfare/social care).
- Strong written and verbal skills, including forming reports, navigating forms, and liaising with individuals under stress.
- Commitment to inclusivity – ability to support military families, veterans, and their next-of-kin without judgement.
- A flexible, practical approach – some beneficiaries need on-the-spot solutions; others require patient ongoing support.
- Computing proficiency – working within bespoke case management systems/ Microsoft Office.
Desirable Skills/Experience:
- Experience of administering welfare allowances or benefit systems (e.g. Armed Forces’ Compensation, CBES).
- A financial advisor or benefits consultant background would be a strong asset but not mandatory.
- Evidence of collaboration in multi-partner environments particularly helpful.
- Basic knowledge of Greater Manchester housing regimes (e.g. Social Housing Allocations Tripartite Agreement) is beneficial.
Location & Working Arrangements
- Primary Work: Home-based, utilising RBL’s secure virtual tools, piles/tassels networks, and database access.
- Travel requirements:
- Regular use of private vehicle or Legion-owned centrally-located office base (one working week per month).
- Travel range: Greater Manchester region including urban and rural areas (e.g. Middleton, Limited, rural villages).
- Occasional national/international travel for:
- Conference attendance
- Training (all expenses covered)
- Staff meetings (typically 1–2 days per year)
- Candidates must reside in an area that allows easy road access. Public transport is not a viable option.

- Enhanced DBS check mandatory as part of onboarding.
