About the Role
We are seeking a Category Manager (Outsourced Construction) to support our mission: "earn customer loyalty and drive business growth by providing consistently excellent service."
Purpose of This Role
The Procurement Category Manager – Outsourced Construction will lead category strategy, sourcing, supplier management, and commercial delivery for externally delivered construction works across the Group. This includes:
- Civils
- Utilities installation
- Reinstatement
- Jointing
- Metering
- Specialised services to enable new connections
The role ensures safe, high-quality, compliant, and cost-effective delivery—aligned with the Group’s operational targets, customer commitments, and regulatory obligations.
As a commercial business partner to Construction, Engineering, Design, Commercial, and Finance leadership teams, you will drive procurement excellence, enforce robust governance, and enable supplier innovation to meet both operational and strategic objectives.
Key Responsibilities
- Collaboratively develop and implement multi-year outsourced construction category strategies aligned with the Group’s growth plans, delivery models, and regulatory environment.
- Conduct market analysis, benchmarking, and supply chain risk assessments.
- Lead competitive sourcing events (RFPs, RFQs, negotiations) across:
- Civil engineering services
- Utilities installation
- Reinstatement
- Specialist contractors
- Jointing teams
- Multi-utility construction partners
- Conduct market analysis, cost benchmarking, and supply chain risk reviews.
- Drive commercial optimisation across:
- Framework agreements
- Major-Project Contracts
- Bespoke Engineering contracts (with stakeholder partners).
- Own strategic supplier relationships with key construction partners, ensuring:
- Safe working practices
- High-quality outputs
- Regulatory compliance
- Strong delivery performance.
- Manage contract lifecycles, including:
- Renewals
- Performance reviews
- KPIs
- Commercial change controls
- Risk mitigation.
- Partner closely with Construction, Engineering, Design, Commercial, and Finance teams to understand:
- Delivery needs
- Capacity challenges
- Programme requirements.
- Translate business needs into robust procurement strategies that:
- Secure capacity
- Manage risk
- Improve efficiency.
- Maintain strong controls over:
- Spend visibility
- Contractual documentation
- Audit readiness.
- Monitor supplier risk, including:
- Safety performance
- Compliance against technical & regulatory standards
- Financial stability
- Supply chain resilience.
- Promote sustainability, social value, and carbon-reduction initiatives across the outsourced construction supply chain.
- Any other duties as required by the Procurement Manager.

Qualifications & Requirements
- Certified Procurement Professional: CIPS Level 5.
Experience & Knowledge
- Proven experience in strategic procurement/category management, ideally in related sectors.
- Strong commercial negotiation skills with demonstrable cost and value delivery.
- Experience managing complex supplier relationships and multi-year contracts.
- Strong analytical capabilities.
Skills & Abilities
- Ability to manage stakeholders at all levels.
- Ability to work independently and build cross-functional relationships.
- Highly organised with a strong focus on delivery and attention to detail.

Desirable
- Degree or Post-Graduate Qualification.
- Experience working in utility infrastructure or a similar sector.

- Must hold a driving licence.
