Senior Authorities Officer – Central Authorities Unit, National Crime Agency

Locations: London & Warrington


About the Role

The Central Authorities Unit (CAU) is split between teams in London and Warrington, responsible for ensuring the provision and quality assurance of authorities and warrants supporting covert operations nationwide by NCA operational teams. The unit delivers specialist support, advice, and guidance, guaranteeing lawful, consistent covert activity in line with all relevant legislation.

This role holds senior responsibility for overseeing Covert Human Intelligence Sources (CHIS) and Undercover (UC/UCOL) activities. As a ** Subject Matter Expert (SME)** , the successful candidate will:

  • Be a primary contact for operation teams, Investigatory Powers Commissioner’s Office (IPCO), and stakeholders on statutory reporting and legislative compliance
  • Manage robust governance, oversight, and reviews for CHIS renewal/authorities to meet strict statutory deadlines
  • Ensure efficiencies in record-keeping, compliance, and response to regulator scrutiny
  • Dip-sample and audit CHIS/UC authorities to embed IPCO recommendations and internal improvement actions
  • Promote best practice in covert activity across teams through training, guidance, and risk assessments

Role Summary

You will lead, coordinate, and advise on CHIS, RIPA, CCA, and UC/UCOL authorisations, working closely with internal/overseas partners. As SME (Senior Authorities Officer), you will:

  • Apply intelligence-driven synthetic judgment to fine-tune authorities, renewals, and defences for covert operations
  • Audit, analyse, and optimise compliance against IPCO guidance and NCA operational objectives
  • Oversee internal assurance processes post-authorisation and respond to IPCO violations/risks
  • Collaborate with CHIS teams, legal offices, and international agencies to build expertise and resilience in coverage frameworks
  • Perform key liaison with IPCO as Accountable Officer-Level representative on complex cases

Key Responsibilities

Strategic Leadership

  • Lead a small team (Authorities Officers) with full ownership of operational objectives and delivery—ensuring rigorous confidentiality, legality, and governance
  • Establish collaborative working models across regional, countrywide, and allied agencies to unify CHIS leverage practice
  • Drive second line assurance, IPCO liaison, and advisory frameworks to improve covert activity integrity

Compliance & Governance

  • Ensure all CHIS/UC authorities are accurately recorded, mandated, and renewed in line with statutory timeframes
  • Provide accurate reports to IPCO and assist in regulatory competence reviews
  • Quality assure renewal processes, safeguarding defendable, transparent decision-making

Assurance & Accountability

  • Sample and evaluate CHIS/UC authorities for automated assurance checklists and manual review processes
  • Embed IPCO recommendations into continuous improvement initiatives
  • Identify and mitigate governance risks, shaping organisation-wide assurance frameworks

Collaboration & Stakeholder Management

  • Liaise with CHIS Teams to embed best-practice strategies and stimulate operational dialogues
  • Work with accounting, data protection, legal, and investigations directors to support CHIS and UC weapons
  • Foster partnerships (including IPCO, foreign agencies, andpj barristers) to strengthen evaluations methodologies

Knowledge & Upskilling

  • Maintain rigorous understanding of RIPA (Regulation of Investigatory Powers), CCA (Criminal Conduct Act), and UC/UCOL frameworks
  • Upskill stakeholders on risk assessment, compliance triggers, and sector overlap, ensuring adaptive strategies

Person Specification

Required Experience & Skills

  • Depth of knowledge and strong application of RIPA (Regulation of Investigatory Powers), Criminal Conduct Act (CCA), and UC/UCOL laws
  • Proven ability to make pivotal decisions under operational and regulatory pressure
  • Experience leading or supervising a team in a high-pressure or NPS environment, driving results while maintaining ethical standards.
  • Self-motivated ability to work autonomously while building relationships for collaborative success
  • Analytical capacity to interpret, integrate intelligence strategy with legal frameworks
  • Resilience to thrive in a high-stakes, investigations-driven environment

Vetting Requirements

Requires Sensitive Customer Clearance (SC Enhanced):

  • Residency: UK presence of 3+ years in any given 5-year period
  • Secondary: DV Enhanced
    • At least 7 of every 10 years in UK tenancy
  • DV STRAP eligibility: Requires UK citizenship/dual nationality (one must be British)
    • Exceptions will be adjudicated based on meeting standards within defined policies
