Central Programme Delivery Manager (Vice President) - 12 Months Fixed Term Contract

Job Description

Purpose of the Role

Focused on delivering individual projects, ensuring completion within scope, time, and budget with a more immediate focus.

Accountabilities

  • Scope Management: Manages a single project with specific, defined objectives, deadlines, and deliverables. Their focus is on completing the project on time, within scope, and on budget.
  • Strategic Focus: Operates more tactically, focusing on day-to-day management of resources, schedules, and deliverables for their individual project.
  • Time Horizon: Works with a shorter, more defined timeframe as projects have a set beginning and end.
  • Stakeholder Management: Primarily manages stakeholders related to their specific project, ensuring communication and expectations are clear for the project’s deliverables.
  • Risk and Issue Management: Focuses on risks and issues specific to their project and works to mitigate them within the project’s scope.
  • Resource Management: Manages resources for their individual project, ensuring that the project team has the necessary skills, tools, and time to complete the work.
  • Financial Management: Focuses on managing the budget of their specific project, ensuring it is completed within the financial constraints.
  • Metrics: Measures success based on the timely completion of project deliverables within scope, time, and budget.
  • Change Management: Manages changes that directly impact their specific project, including scope changes, timelines, or resource allocation adjustments.

Vice President Expectations

To contribute or set strategy, drive requirements and make recommendations for change. Plan resources, budgets, and policies; manage and maintain policies/ processes; deliver continuous improvements and escalate breaches of policies/procedures..

If managing a team, they define jobs and responsibilities, planning for the department’s future needs and operations, counselling employees on performance and contributing to employee pay decisions/changes. They may also lead a number of specialists to influence the operations of a department, in alignment with strategic as well as tactical priorities, while balancing short and long term goals and ensuring that budgets and schedules meet corporate requirements..

OR for an individual contributor, they will be a subject matter expert within own discipline and will guide technical direction. They will lead collaborative, multi-year assignments and guide team members through structured assignments, identify the need for the inclusion of other areas of specialisation to complete assignments. They will train, guide and coach less experienced specialists and provide information affecting long term profits, organisational risks and strategic decisions..

Advise key stakeholders, including functional leadership teams and senior management on functional and cross functional areas of impact and alignment. Manage and mitigate risks through assessment, in support of the control and governance agenda. Demonstrate leadership and accountability for managing risk and strengthening controls in relation to the work your team does. Demonstrate comprehensive understanding of the organisation functions to contribute to achieving the goals of the business. Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategies. Create solutions based on sophisticated analytical thought comparing and selecting complex alternatives. In-depth analysis with interpretative thinking will be required to define problems and develop innovative solutions. Adopt and include the outcomes of extensive research in problem solving processes. Seek out, build and maintain trusting relationships and partnerships with internal and external stakeholders in order to accomplish key business objectives, using influencing and negotiating skills to achieve outcomes.

Join Us at Barclays as a Programme Delivery Manager

Where you will shape and drive high-impact programmes within the Organisation Simplification initiative, a workstream within an ambitious strategic programme (Catalyst) to drive efficiency, commercial impact and enhanced customer, client and colleague experiences. In this role you will lead end to end delivery across multiple projects, including target operating model delivery, organisation change and risk governance streamlining.

To be successful as a Programme Delivery Manager, you should have experience with:

  • Developing and tracking integrated delivery plans, milestones and risks for complex, cross functional programmes.
  • Providing delivery assurance, effective risk management (RAID, driving pace, decision making and benefits realisation across different projects, including leading the programme governance cadence meetings.
  • Managing organisation change in banking.
  • Managing senior stakeholders (MD/ExCo level) and navigating complex stakeholder landscapes.
  • Providing clear programme communications (progress, planned activities, key decisions, risks etc) to ExCo level audiences.

Some other highly valued skills may include:

  • Experience of Target Operating Model delivery programmes.
  • Delivering organisation design and workforce restructuring programmes.
  • Translating cost reduction targets into practical business changes.
  • Experience of HR-led transformation programmes
  • Adept at writing strategic and operational communications

The following Specialist Skills, may lend itself to Programme Delivery roles within the Programme:

  • Organisational Design Programme Management: Delivering organisation design and workforce restructuring programmes. Translating cost reduction targets into practical business changes.
  • Governance Programme Manager: Working with Risk and Compliance functions in Financial Services. Redesigning and rationalising governance forums, committees and decision-making bodies.

You may be assessed on key critical skills relevant for success in the role, such as Risk and controls, change and transformation, business acumen, strategic thinking, and digital and technology—as well as job-specific technical skills including programme management, programme governance and controls, stakeholder management and benefits realisation.

This role can be based in London or Glasgow.
