Change Engineer (Sizewell C) – Baseline & Change Engineer
The Change Engineer role is essential to support the Sizewell C Project, ensuring effective change control processes are implemented across the programmes. This position works closely with the Baseline & Change Manager, providing vital assistance in governance, reporting, and stakeholder collaboration to drive safe, on-time, on-budget delivery of Sizewell C with the highest quality standards.
About the Role
- Location: Sizewell C Project, Suffolk
- Reports to: Baseline & Change Manager
- Employment Type: Full-time
- Occasionally On: Occasionally on-site at Sizewell C Construction Sites
- Organisation: Morson (Acting on behalf of the Sizewell C Project)
- Total Hours: Full-time
- Pay Frequency: Weekly
The Baseline & Change Engineer is responsible for ensuring Sizewell C programmes Identification, assessment, implementation and monitoring of changes in a structured and efficient manner. Working within the Programme Management Office (PMO), this role ensures compliance with governance, project controls processes, and achievement of business outcomes.
Key Responsibilities
1. Change Management Process & Governance
- Support the Baseline & Change Manager in designing and maintaining the change management process.
- Develop and implement the Change Management Strategy, including facilitating Change Committees.
- Ensure the process aligns with programme objectives and governance frameworks.
2. Baseline Management
- Contribute to baseline management strategies, policies, and procedures.
- Coordinate change inputs from schedule, cost, and risk departments to ensure end-to-end change management tracking.
- Ensure proper tracking, integration, and communication of baseline changes across the project.

3. Governance & Reporting
- Assist in preparing monthly Baseline & Change Reports, validating accuracy.
- Ensure complete compliance with ICC (Integrated Change Control) processes, addressing non-compliance.
- Monitor project controls processes and maintain governance frameworks.
4. Stakeholder Support & Collaboration
- Train and support Project Managers & Change Owners on policies and standards.
- Collaborate with stakeholders to ensure effective identification and implementation of changes.
- Provide advisory support to improve understanding and compliance with governance.
5. Quality Assurance & Decision Support
- Quality-check change deliverables, ensuring they cover scope, schedule, cost, and risk impacts.
- Validate impact assessments and decision-making processes across areas.
- Monitor and review quality of changes against programme objectives.
6. Committee & Governance Body Support
- Prepare monthly Change Committee meetings, ensuring well-informed decisions.
- Assist governance bodies in delivering functions efficiently.
7. Systems Integration & Validation
- Ensure accurate implementation of approved changes in SZC systems for reporting.
- Validate system integration to maintain consistency and data accuracy.
8. Training & Capability Development
- Provide training on change management processes, tools, and governance frameworks.
- Build knowledge through guidance on programme policies, procedures, and compliance.

Essential Requirements
✔ Degree-level education (or equivalent professional experience). ✔ Professional work experience in project management, controls, or commercial operations.
Desirable Experience
🔹 Practical experience with project controls processes and software (e.g., Primavera, MS Project, Deltek Vigilo). 🔹 Strong understanding of change control, baseline alignment, and major infrastructure programme/project governance. 🔹 Familiarity with contractual project frameworks and cross-functional collaboration. 🔹 Ability to work in fast-paced, high-complexity environments with clear communication and stakeholder management skills.
Key Skills & Qualifications
📌 Discipline experience: Programmes, Projects, Change Management, Controls, or Commercial. 📌 Project structure knowledge: WBS, WBS Dictionary, CBS/SLE, Integrated Framework, Governance & Risk. 📌 Ability to work independently and as part of a team. 📌 Expertise in operational effectiveness, process efficiency, and project control principles. 📌 Strong communication and stakeholder coordination skills.
