Job posting location: Riyadh, KSA

Position Objective:

Lead organizational change management initiatives to ensure the successful adoption of Traffic Safety Management programs, new operating models, business processes, and technology solutions. Develop and execute change strategies that enhance stakeholder engagement, communication, organizational readiness, user adoption, and benefits realization while minimizing operational disruption.

Job Description & Key Responsibilities:

Change Strategy & Planning

  • Develop and implement the Change Management Strategy aligned with program objectives and organizational priorities.
  • Define change management frameworks, methodologies, and governance processes to support successful program delivery.
  • Conduct organizational change impact assessments and identify change risks, dependencies, and mitigation plans.
  • Establish change success metrics and benefits realization measures throughout the project lifecycle.

Stakeholder Engagement

  • Develop stakeholder engagement strategies to build awareness, alignment, and commitment across business and operational teams.
  • Identify stakeholder groups, assess influence and impact, and develop targeted engagement plans.
  • Facilitate workshops, leadership briefings, and stakeholder meetings to drive alignment and support.
  • Manage stakeholder feedback and address resistance through proactive engagement and communication.

  • Develop and execute communication plans to ensure consistent, timely, and effective communication throughout the program.
  • Prepare communication materials including presentations, newsletters, executive updates, user guides, and awareness campaigns.
  • Drive user adoption initiatives to support the successful implementation of new processes and operational improvements.
  • Coordinate communication activities across project teams, business units, consultants, and external stakeholders.

Readiness & Training

  • Conduct organizational readiness assessments to evaluate preparedness for project implementation and operational transition.
  • Identify capability gaps and coordinate training and knowledge transfer activities with project teams.
  • Support business readiness activities including process validation, user preparedness, and operational transition planning.
  • Monitor adoption progress and recommend interventions to improve user engagement and readiness.

Benefits Realization & Performance Monitoring

  • Track adoption metrics, change KPIs, and benefits realization against defined objectives.
  • Monitor organizational adoption and identify areas requiring additional support or intervention.
  • Prepare change management dashboards, readiness reports, adoption reports, and executive updates.
  • Measure the effectiveness of change initiatives and recommend continuous improvements.

  • Ensure change management activities align with project governance frameworks and organizational standards.
  • Maintain change documentation, stakeholder registers, communication plans, and readiness assessments.
  • Support lessons learned, post-implementation reviews, and continuous improvement initiatives.
  • Collaborate closely with PMO, Project Managers, business leaders, consultants, and delivery teams to ensure successful organizational adoption.

Qualifications & Experience:

  • Bachelor's degree in Business Administration, Organizational Development, Human Resources, Project Management, Engineering, Communications, Psychology, or a related discipline.
  • Minimum 10+ years of experience in Organizational Change Management, Business Transformation, Change Leadership, or Transformation Programs.
  • Proven experience delivering change management initiatives for Traffic Management, Traffic Safety, Transportation Infrastructure, Intelligent Transportation Systems (ITS), Smart Mobility, or Government Transformation programs.
  • Demonstrated expertise in stakeholder engagement, communication planning, organizational readiness, user adoption, and benefits realization.
  • Experience supporting large-scale, multi-stakeholder transformation initiatives within complex, regulated environments.
  • Strong experience working with executive leadership, project teams, consultants, contractors, and operational stakeholders.
