LOCATION

This role is based in London Victoria, and offers hybrid working, with majority of the working week in the office. We recommend discussing arrangements with the hiring manager.

THE TEAM

As a key member of the Data & Tech Leadership Team, reporting into the CDTO (subject to change), this person will be expected to contribute to the ongoing running and continuous improvement of the department.

THE ROLE

The Change Portfolio Director is a strategic leader, responsible for overall portfolio reporting to Executives and Senior leaders across Landsec, including the value creation, value delivery, benefits realisation and financial position of all Landsec technology-enabled business change.

  • They will bring a value-led mindset to the portfolio, ensuring investment choices are linked to measurable outcomes, clear ownership, adoption, and post-implementation value realisation.
  • They should create a change centre of excellence, ensuring that all technology-enabled business change is delivered successfully, in a well-governed, transparent, consistent and value-focused manner.
  • The role is responsible for overseeing portfolio management, project management standards, governance, value management and resource allocation across the technology-enabled business change portfolio, ensuring initiatives align with the organisation’s strategic objectives and deliver measurable business value.
  • They will be responsible for enhancing and embedding the Data and Technology operating model and change framework.

PRINCIPAL ACCOUNTABILITIES

Change Business Planning and Portfolio Performance

  • Own the overall annual change business planning activities and budgeting process, ensuring investment decisions are linked to strategic outcomes, value creation and affordability.
  • Use financial and non-financial value measures to assess, prioritise and sequence change initiatives.
  • Review business cases to ensure they are clear, accurate and complete, with a particular focus on value creation, value delivery, benefits viability and accountable ownership.
  • Manage and report on overall portfolio investment, value delivery and benefits to the CIO and Executive leadership team.
  • Manage and report on benefits realisation, ROI, financial position, milestone progress and value at risk across the portfolio.
  • Establish and embed a value management discipline across the portfolio, from idea intake and business case approval through delivery, adoption and post-implementation value realisation.
  • Define and maintain clear value cases, benefit owners, value baselines, KPIs and decision points for each major initiative.

Portfolio Management

  • Develop and implement portfolio management strategies, policies and frameworks to ensure the successful delivery of technology projects, meeting cost, value, benefit, quality and delivery targets.
  • Oversee the management and governance of a technology-enabled business change portfolio, ensuring initiatives are prioritised, sequenced and aligned to business objectives, value potential and capacity constraints.
  • Apply a value-led prioritisation model, continuously reviewing the portfolio against strategic fit, value, risk, affordability, capacity and delivery confidence.
  • Manage the funnel of proposed technology investments and review new idea submissions to ensure information accuracy and viability.
  • Set up and chair Group Portfolio Boards.
  • Set up and maintain a centre of excellence for programme, project & change management within Data and Technology.
  • Foster a culture of continuous improvement with change teams, ensuring lessons learned are captured and referenced, and processes are adapted to improve efficiency and effectiveness.
  • Ensure programme and project reviews are regularly and effectively conducted across the portfolio to monitor and manage delivery to schedule, budget, and agreed quality level, with a focus on achievable benefits.
  • Proactive engagement with change teams, to identify, manage and resolve governance, resourcing and delivery challenges, escalating risks as appropriate.
  • Anticipate and address potential dependency and schedule conflicts that may impact the portfolio, working with stakeholders to resolve these in a timely manner.
  • Oversee and deliver monthly Data and Technology Change Portfolio reporting.

Team Management

  • Develop team objectives consistent with the vision and strategic objectives of the change portfolio.
  • Monitor team performance, provide feedback, and address development needs.

Stakeholder Engagement

  • Collaborate with senior leadership and key stakeholders across the organisation to ensure alignment of change goals with business objectives, value outcomes and enterprise priorities.
  • Work with business sponsors to confirm value ownership, adoption accountability and benefits tracking after go-live.
  • Build and maintain relationships across all areas of the organisation to support successful change planning and implementation.

  • Manage and report on shared resource capacity, using data to inform constraints, scheduling conflicts and recruitment decisions.
  • Ensure optimal utilisation based on priorities, value, schedules and budgets, whilst maximising efficiency and effectiveness.

Risk Management

  • Ensure that programmes and projects conduct the appropriate risk assessments when introducing new information and operational technology into Landsec.
  • Identify, assess and mitigate risks associated with the project portfolio, including delivery risk, value leakage and benefits realisation risk, ensuring proactive measures are in place to address potential issues.
  • Update and maintain the Data & Technology risk register for change related risks, working with the Head of Risk & Controls.

ESSENTIAL CRITERIA

  • Experience in portfolio management and governance within a technology department.
  • Experience of using financial and non-financial measures to value, prioritise and sequence change initiatives.
  • Strong value management experience across value creation, value delivery and value realisation, including benefits definition, ownership, tracking and post-implementation review.
  • Proven ability to translate strategy into measurable outcomes, KPIs, KVIs, investment cases and portfolio-level performance reporting.
  • Proven experience of implementing improvement initiatives, change frameworks and best practice templates.
  • In-depth understanding of portfolio management methodologies, tools, and best practices.
  • Strong leadership, communication, and interpersonal skills.
  • Proven ability to manage multiple tasks simultaneously and deliver results in a fast-paced environment.
  • Experience of mixed agile and waterfall delivery environments, with in-depth understanding of:
    • Portfolio planning
    • Portfolio reporting
    • Benefits management and value realisation
    • Governance processes
    • Change assurance
    • Portfolio financial management and investment performance.

Change budget planning and financial management experience, preferably with showback and/or chargeback models.

DESIRABLE CRITERIA

  • Big 4 or top-tier consulting background, ideally in technology transformation, portfolio management, operating model design or value management.
  • Experience establishing or maturing a Value Management Office, Transformation Office, Enterprise PMO or change centre of excellence.
  • Experience working with executive leadership teams to shape investment cases, prioritisation decisions, portfolio narratives and benefits realisation plans.
  • Experience in real estate, asset management, retail, workplace, capital projects or another asset-intensive environment.
  • Relevant professional qualifications or certifications such as PfMP, MSP, MoP, PRINCE2, Agile, Lean Portfolio Management or Benefits Management.
