HMRC VO is a world-leading provider of public sector valuations, serving England and Wales with precision and expertise. Now operating as part of HM Revenue and Customs (HMRC), this role encompasses the historic yet evolving responsibilities of the District Valuer Service (DVS).
Role Overview
The District Valuer Service (DVS) is the business stream tasked with delivering a spectrum of statutory and non-statutory functions, some dating back to the Valuation Office’s inception in 1910. Key responsibilities include:
- Providing advice on valuations and apportionments for national taxation purposes
- Delivering property valuations and guidance to public sector clients, aiding compliance with regulatory legislative frameworks
- Supporting government policies and estate strategies when property requirements are tied to public functions/money
As the Team Leader, your role is to lead and manage a regional team of up to 15 G7-grade professionals, SEO/HEO surveyors, caseworkers, and managers, while undertaking complex casework, project management, and assurance functions.
Regular in-office and out-of-region travel will be required, including some scheduled overnight stays.

Person Specification
We seek a dynamic and experienced Qualified Chartered Valuation Surveyor with:
- MRICS/FRICS membership, or equivalent, in either Valuation or Real Estate pathways
- Eligibility to join the RICS Valuer Registration Scheme (VRS), meeting RICS’ Regulatory Rules
- Proven leadership potential, with a track record of motivating representation/managing regional teams
- Outstanding communication and stakeholder management skills
- Strategic awareness of legal technical, and operational risks
Essential Requirements
- MRICS/FRICS in Valuation or Real Estate path
- Eligibility for the RICS Valuer Registration Scheme (VRS)
- Technical expertise in valuation surveying, including legislative understanding/default policies (e.g., Taxation of Property, Planning law)
- Proven ability to lead projects/services to high-quality deadlines, balancing priorities efficiently
- Requirement for a full UK driving licence, due to expected travel (Exceptional accommodation may apply for applicants covered by the Equality Act 2010; contact resourcing inquiries for details)
- Experience in operational delivery environments with cross-team collaboration
