This role is part of HMRC Valuation Office, formerly known as Valuation Office Agency, which has recently integrated into HMRC.

HMRC Valuation Office are the public sector's property valuation experts and advisers, with a vision to become a world-leading provider of public sector valuations. Their work is vital to the collection of over £60 billion of revenue—funding that benefits communities across England and Wales.

We are seeking talented Chartered Surveyors who are eager to contribute to vital public services and support taxation and benefits initiatives for the government and local authorities. You’ll manage high-complexity workloads within specialist teams and collaborate closely with colleagues nationwide.

Job Description

As a Chartered Valuation Surveyor, your duties will include:

  • Conducting property valuations and negotiations.
  • Providing expert property-related advice.
  • Managing significant caseloads and undertaking site inspections.
  • Overseeing quality assurance processes.
  • Representing HMRC Valuation Office at valuation tribunals (including Upper Tribunal Land’s Chamber if needed).

You may be based in:

  • National Valuation Unit (NVU)
  • Regional Valuation Unit (RVU)
  • Council Tax Chief Valuer Directorate (CVD)
  • District Valuer Services (DVS), the commercial arm of the business (operating in competition with private-sector firms).

Key Responsibilities

Note: Variations may occur based on your assigned business area.

  • Deliver technical valuations and property advice to clients, managing caseloads effectively and with precision.
  • Identify, escalate, mitigate, or manage risks and operational challenges.
  • Provide expert property valuation advice to support local and national tax policies.
  • Serve as a valuer representative at Valuation Tribunal (and Upper Tribunal – Lands Chamber) hearings when required.
  • Act as Lead Valuer, offering technical guidance to colleagues on complex matters.
  • Develop and expand proactive client relationships while marketing sector-specific services.
  • Prepare and present quotes for clients and accurately document time spent for accurate billing.
  • Mentor and support trainee surveyors, overseeing their evolution through the Assessment of Professional Competence (APC) process and coaching peers.

Person Specification

You must be prepared to manage a complex workload within specialist teams and collaborate cross-regionally for our clients. Emphasizing quality and efficiency, you’ll work towards tight, often critical deadlines. This role includes regular property inspections and travel—ensuring your professional expertise supports the system’s valuation integrity at an operational level.


Requirements

Essential Requirements

This role requires:

  • Chartered Surveyor membership (to include MRICS, FRICS status, or IRRV honours qualification in valuation or real estate fields). We also welcome candidates planning to sit the Assessment of Professional Competence (APC) in Session 1, 2026.
  • Strong interpersonal and communication skills.
  • Ability to hold (and where applicable, earn) a full UK driving license—currently an essential requirement, though special exemptions may apply for valid Equalities Act 2010 disabled applicants (please contact resourcingteamvo@hmrc.gov.uk for direct discussion.)
  • Willingness to travel, including occasional overnight stays as part of professional engagements.

*For some roles, candidates must also be eligible for the RICS Valuer Registration Scheme (VRS)—based on RICS criteria.
