This role is part of HMRC Valuation Office, formerly known as the Valuation Office Agency, and has recently integrated into HMRC. As the public sector’s property valuation experts, we provide essential advisers with a vision to become a world-leading provider of public sector valuations.

Our work is fundamental to the collection of over £60 billion in revenue, directly benefiting communities and business across England and Wales.

We are seeking talented Chartered Surveyors passionate about assisting with taxation and benefits support for the government and local authorities. You will manage complex workloads within specialist teams and collaborate closely with colleagues across the region.

Job Description

As a Chartered Valuation Surveyor, you’ll be responsible for:

  • Conducting valuations and negotiations.
  • Delivering property-related advice.
  • Managing large caseloads and undertaking site inspections.
  • Overseeing quality assurance processes.
  • Representing HMRC at tribunals.

You may be posted to:

  • National Valuation Unit (NVU)
  • Regional Valuation Unit (RVU)
  • Council Tax (CT) Chief Valuer Directorate (CVD)
  • District Valuer Services (DVS), the commercial arm of the business

Key Responsibilities

(Responsibilities may vary depending on your posting within the organisation.)

  • Provide high-quality technical valuation and property advice, managing caseloads efficiently.
  • Identify, escalate, and mitigate risks and issues.
  • Offer valuation advice to support local and national taxation policies.
  • Appear at Valuation Tribunals and the Upper Tribunal (Lands Chamber) if required.
  • Lead valuations, providing technical and valuation guidance to colleagues.
  • Market and develop sector-specific services, maintaining client relationships.
  • Provide accurate quotes and record time spent on cases for charging purposes.
  • Support and mentor trainee surveyors, overseeing their progress through the APC (Assessment of Professional Competence) and coaching peers.

Person Specification

You will manage complex workloads within a specialist team while collaborating closely with colleagues across the region to deliver exemplary client service.

As part of this role, you will ensure adherence to high standards, regularly meet demanding deadlines, and embrace regular property inspections and travel.

You will bring this role to life if you:

  • Enjoy variety in your role, including regular travel and site inspections.

Essential Requirements

We are seeking candidates who meet the following criteria:

  • Possess MRICS, FRICS, or qualified IRRV (hons) membership in the valuation, real estate, or rural pathways.
  • Alternatively, you must be due to sit the APC in session one of 2026.
  • Have exceptional interpersonal and communication skills.
  • Hold a full driving license (Essential for some roles; additional exceptions apply under disability legislation)
  • Be willing to travel, including overnight stays for specific caseloads.
  • Some roles may require eligibility for the RICS Valuer Registration Scheme (VRS) – Outlining minimum criteria at RICS.

If applicable, returning surveyors should consider the Valuation Office Agency Returning Surveyors Programme.


Memberships

Required:

  • MRICS/FRICS or qualified IRRV (hons) membership
  • Equivalent qualifications will be considered for those sitting the APC in 2026

Compensation & Pensions

  • Salary of £48,886 (including pension contribution)
  • Contribution of £14,162 towards the Civil Service Defined Benefit Pension scheme.

Work-Life Balance

  • Flexible/Hybrid Working Arrangements: 60% office-based with a maximum of 2 days month average working from home.
  • Generous leave policy: 25 days (rising to 30 days) based on tenure.
  • Annual employer pension contribution of 28.97%.
