Chief Engineer & Designated Individual (Temporary Works)
About the Role
Balfour Beatty Power Transmission & Distribution (PT&D) seek a Chief Engineer & Designated Individual (Temporary Works) for a temporary assignment in Derby.
This role is the senior technical authority for all Temporary Works (TW) across Balfour Beatty PT&D projects. You’ll ensure compliance with BS 5975-1:2024, oversee design, risk management, approvals, and site control processes while providing technical leadership, expert governance, and robust oversight.
Key responsibilities include:
- Guiding Temporary Works Coordinators (TWCs), Temporary Works Supervisors (TWSs), and Temporary Works Designers (TWDs)
- Acting as the final escalation point for complex, high-risk matters
- Driving collaboration, lessons learned, and best practice across disciplines
- Maintaining a proactive, innovation-led team culture
Accountabilities
In this position, you’ll be accountable for:
- Serving as the Designated Individual (DAI) for Balfour Beatty PT&D, adhering to BS 5975-1:2024 standards.
- Establishing, maintaining, and monitoring the Temporary Works Procedure and project-specific guidelines.
- Ensuring compliance with the approved TW procedure across projects.
- Developing and maintaining the competencies of all Temporary Works duty holders—internal and external—while addressing skill gaps.
- Supporting a strategic technical succession plan for the discipline.
- Driving innovation and value engineering within temporary works strategies.

Core Responsibilities
Organisational Governance & Compliance
- Align activities with BS 5975-1:2024 and other relevant regulations.
Leadership & Technical Authority
- Lead the design team in delivering optimum, robust temporary works designs.
- Provide independent engineering oversight and objective scrutiny.
Design Management & Assurance
- Review and approve designs and drawings for quality assurance.
Site Implementation & Control
- Ensure reliable site execution of temporary works.
Competence Management
- Evaluate skills of internal and external staff, propose upskilling opportunities.
Training & Cultural Leadership
- Foster positive health and safety behaviours and mentorship.
Interface Management
- Coordinate discussions between permanent works, temporary works, and stakeholders.
Who We’re Looking For
Essential Qualifications & Experience
- Degree-level education in civil or structural engineering (master’s degree preferred).
- Chartered Engineer (CEng) status with the ICE, IStructE, or equivalent professional body.
- Proven senior expertise in temporary works design, assurance, and management within civil engineering.
- Mastery of BS 5975-1:2024, CDM Regulations, and related engineering standards.
- Track record as a Designated Individual or Senior Engineering Authority in large construction contracts.
- Proficiency in Microsoft Office (especially Excel) and analytical software(e.g. Autodesk, Bentley).
Desirable & Advantageous Experience
- Leadership of a technical engineering team, including experience in design, planning, risk management, and bidding.
- Fieldwork history in overhead line construction, substation engagement, or cabling techniques.
- Experience navigating high-complexity, multi-contractor environments.
- Up-to-date knowledge of industry innovations and evolving standards.
- Strong numerical aptitude and analytical reporting capabilities.
- Excellent leadership, communication, and stakeholder management skills.
