Chief of Staff - 12 month FTC

Senior Programme Manager (Strategic Advisory) – Tesco Bank Alignment Barclays via Hackajob

hackajob is supporting Barclays (Tesco Bank) in hiring an exceptional Programme Manager to serve as a trusted, strategic advisor to the Head of Tesco Bank and the Tesco Bank Leadership Team (TBLT). This critical role ensures disciplined execution of strategic priorities and effective governance across the business.


About the Role

The primary purpose is to support senior executives in navigating complexity, enabling informed decision-making, and driving strategic outcomes. In collaboration with the Head of Tesco Bank and TBLT, the successful candidate will:

  • Translate strategic intent into actionable plans
  • Drive accountability, efficiency, and alignment across teams
  • Act as a strategic partner for governance, communications, and executive support

Treat this as a hybrid of Strategic Programme Manager and Executive Office with financial analysis responsibilities.


Core Responsibilities

1. Strategic Execution & Governance

  • Partner closely with the Head of Tesco Bank and TBLT to interpret and execute strategic goals, ensuring disciplined delivery.
  • Oversee governance structures, including quantitative metrics reviews, financial milestones, and accountability frameworks.
  • Conduct regular business performance reviews and foster alignment with operational priorities.

2. Cross-Functional Orchestration

  • Lead multi-team initiatives, collaborating with business, risk, finance, and technology teams.
  • Remove blockers, resolve dependencies, and hold cross-functional delivery teams accountable to milestones.
  • Break down silos and enhance organisational agility, reducing complexity to boost operational pace.

3. Executive Reporting & Stakeholder Alignment

  • Prepare decision-aiding insights for executive reviews—both internal (TBLT) and external (e.g., stakeholders, regulators). Emphasis on clarity and consistency of narrative.
  • Shape performance reports/metrics aligning with financial and strategic targets.
  • Act as a conduit between senior leaders, ensuring they are equipped with actionable intelligence for high-value decisions.

4. Operational Efficiency & Resourcing

  • Identify operational inefficiencies by collaborating with partners; propose streamlined processes with measurable impact.
  • Partner with HR to support talent planning, succession, and organisational structure that strengthens leadership capacity.
  • Conduct financial analysis, including forecasting, cost optimisation, and budget management (enabling the Head of Tesco Bank with data-driven decision-making).

5. Risk, Compliance, & Crisis Support

  • Escalate risk ripple effects and co-manage escalations with relevant stakeholders.
  • Develop contingency plans and ensure continuity—critical during regulatory challenges.
  • Support in crisis communications and contingency response planning.

6. Direct Support to Head of Tesco Bank

  • Manage their decision pipeline and workload, acting as a delegate on tasks.
  • Tiempo/triage high-impact engagements by filtering non-critical interruptions, allowing time for strategic focus.
  • Confirm an executive support to-do captain enabling effective delegation.

Key Functions & Director Expectations

This role is functional leadership-level, requiring a balance between hands-on execution and influence:

  • Project/Strategic Delivery: Plan, manage, and influence enterprise-wide projects—contributing to product, digital, or operational transformations.
  • People Management: (Optional) Lead/oversee teams, fostering a performance culture and growth mindset.
  • Policy & Procedures: Influence function/domain policies and compliance, advising senior management.
  • Strategic Playmaking: Advocate on behalf of the business (e.g., regulators, external stakeholders), often becoming the main point of contact.
  • Thought Leadership: Position as an expert in a discipline, translating complex initiatives into tangible outcomes for wider Barclays.
