As the organisation continues to evolve, technology will be critical to how Ofgem modernises its services, strengthens its platforms and supports wider government priorities.
Ofgem is on an exciting transformational journey. Within Digital, Data and Security Services, we are strengthening the foundations of our technology estate, building greater internal capability and creating the platforms, services and governance needed to support a modern regulator. With a largely Microsoft and Azure-based environment, significant use of Salesforce, and major business transformation underway through the deployment of Workday, this is an opportunity to join Ofgem at a pivotal moment and help shape the next stage of its digital and technology maturity.
As Chief Technology Officer, you will play a central role in leading Ofgem’s technology and platform agenda.
Responsibilities
You will have responsibility for:
- Leading Ofgem’s core technology and platform agenda, including:
- Platform engineering
- Systems engineering
- Networks
- Firewalls
- Architecture at all levels, ensuring foundational technology supports regulatory and delivery services
- Providing technical leadership for major transformation programmes, including:
- The deployment of Workday across finance and HR systems
- Supporting the continued development of Salesforce and enhanced CRM capability
- Building and developing the technology team by:
- Improving capability, culture, governance, processes, and accountability
- Guiding a team through significant change to regain confidence
- Leading the Technical Design Authority and setting architectural standards, ensuring:
- Ofgem’s technology blueprint and roadmap are future-fit
- Effective use of cloud capability
- Managing demand, prioritisation, and stakeholder expectations, including:
- Setting clear governance and sequencing to align with business needs
- Recognising resource constraints and focusing on what delivers the most value
- Controlling the spread of shadow IT, through:
- Constructive engagement with stakeholders
- Effective negotiation
- Improved confidence in central technology services
- Preventing uncontrolled adoption of additional technology
- Collaborating across government, including working with:
- The Department for Energy Security and Net Zero
- Government Digital Service (GDS)
- Cross-government CTO groups
- The Platform Asset Group to align with wider government technology direction
- Managing suppliers and systems integrators effectively, including:
- Providing clarity and alignment
- Ensuring coordination and robust commercial oversight
- Future-proofing Ofgem’s technology strategy over the next three to five years by evaluating how emerging technologies like AI can enable:
- More effective, efficient, and resilient services across Ofgem

Requirements
We are seeking a credible, emotionally intelligent, and delivery-focused technology leader who can:
- Operate with trust, judgement, and influence
- Successfully navigate ambiguity and uncertainty
- Demonstrate strong leadership, particularly during transformation, with a focus on:
- Leading people through change
- Influencing senior stakeholders
- Building capability and confidence in technology as a strategic enabler
Key attributes may be rooted in experience within:
- Business architecture
- Enterprise architecture
- Solutions architecture
- Broader technology leadership
Additionally, eligibility and experience would include:
- Strong Microsoft environment and Azure expertise
- Understanding of complex platform environments
- Proven ability to shape technological strategy and governance
While government or wider public sector experience would be beneficial, we prioritise candidates who can deliver impact regardless of sector background.
