Senior Civil Construction Manager – £400M Water Treatment Plant Upgrade

The Opportunity
One of the UK’s largest water treatment facilities is undergoing a £400m capital upgrade, replacing almost half a century of outdated infrastructure. This project forms part of a long-term, strategic investment to:
- Enhance asset resilience
- Modernise treatment infrastructure
- Deliver improved environmental performance
- Safeguard 600 million litres of potable water per day for public supply
We require an experienced Civil Construction Manager to join the site delivery team and drive the success of this transformational upgrade.
You will work in tandem with another Construction Manager, taking clear ownership of pre-construction and live-phase delivery, ensuring seamless planning, coordination, and execution from start to delivery.
The Role
Key Responsibilities
Strategic Ownership and Delivery
- Take full responsibility for planning, co-ordination, and delivery of civil construction works within your allocated scope, ensuring safety, programme, budget, and quality standards are met.
- Lead site-based construction operations in a live environment, managing:
- Daily activities and task sequencing
- Interfaces with operational assets and adjacent disciplines
- Construction programme monitoring and risk mitigation
Operational Leadership
- Manage and co-ordinate:
- Multiple subcontractors and direct labour resources
- Approved construction methodologies, risk assessments, and method statements, ensuring full compliance
- Deliver high-quality, value-driven construction against programme, cost, and quality objectives

Safety and Environmental Leadership
- Act as a ’Safety Champion’, fostering a proactive safety culture and ensuring compliance with:
- Regulatory and statutory requirements
- Client and ACCIONA standards
- Third-party site-specific protocols
Interface and Coordination
- Serve as a key bridge between:
- Construction and engineering teams
- Planning, commercial, and operational professionals
- Wider stakeholder groups (client, contractors, and authorities)
- Contribute to:
- Lookahead planning
- Progress review meetings
- Technical and programme resolution
- Risk mitigation strategies
Performance Assurance
- Construction monitoring and control:
- Track and report progress against milestones and targets
- Identify and implement mitigation measures for programme delays
- Conduct regular progress reviews
- Quality assurance and control:
- Ensure adherence to specifications, standards, and performance criteria
- Drive effective testing, inspections, and compliance processes
- Cost and productivity management:
- Collaborate with commercial teams on forecasting, change management, and subcontractor performance
Communication
- Maintain clear, credible communications with:
- Senior project management and client representatives
- Coordinate meetings, updates, and escalation points
- Provide transparency on progress, risks, and performance
Essential Requirements
Qualifications and Experience
- Degree-level qualification in Civil Engineering or a related discipline
- Eight+ years’ experience delivering large-scale civil infrastructure projects in the UK (or equivalent offshore)
- Hands-on construction management role with strong experience in live environments—particularly brown-field assets, operational interfaces, or coordinated workstreams

Technical Expertise
- Technically accomplished in:
- Reinforced concrete structures
- Earthworks, excavation, and major infrastructure
- Strategic asset integration with operational systems
- Preferred sector knowledge:
- Experience within water, utilities, or energy industries is highly desirable, with a track record on projects such as:
- Water treatment or purification asset upgrades
- Wastewater management systems

Leadership and Management
- Skilled in managing and coordinating multiple professional teams, stakeholders, and subcontractors simultaneously
- Demonstrates strong leadership, with:
- Proven ability to drive accountability and performance
- Safety-focused mindset, balancing programme, cost, and quality
- laissez-faire but highly collaborative—capable of working within a multidisciplinary, cross-functional environment
Preferred Competencies
- Experience in design-assist or EPC-style frameworks
- Knowledge of environmental compliance frameworks and net zero infrastructure goals
- Experience working in regulated water supply asset environments
- Commercial awareness and experience with cost planning tools, subcontractor management, and contract administration
