Job Overview
In addition to working within the service, the role of the GP Clinical Lead will be to provide leadership in Clinical Governance matters, as well as to provide mentorship, guidance and support to practice Practitioners working within the service. The GP Clinical Lead is an integral member of the practice area senior management team and will participate in key decisions relating to the management and strategic direction of the practice within their cluster. To this end they will work closely with the cluster lead and Community Resource Teams to ensure the practice is exemplary in their cluster engagement and driving forward the cluster or CRT agenda.
Main Duties of the Job
- Work closely with the practice management team, the cluster lead, and clinical leads in other health board managed practices to develop the services provided in the managed practices across the area.
- To create a culture of learning and training for all staff, develop and implement processes for quality improvement.
- Act as a point of reference for salaried and locum GPs, or other Health Professionals to provide management and clinical guidance, advice and mentorship as appropriate.
- To work with the area nursing team to support the mentorship and development of advanced nurse practitioners within the practice.
- Maintains the highest clinical standards at all times and practices in accordance with accepted good medical practice and service standards.
- Provide clinical advice and guidance to all practitioners caring for patients of the Practice.
- Ensure adequate and appropriate supervision and mentoring for salaried and locum GPs working in the service.
- Promotes the health and well-being of all medical and clinical staff within the practice by promoting efficient working methods and behaviours.

Leadership Responsibilities
- Work closely with the practice management team, the cluster lead, and clinical leads in other health board managed practices to develop the services provided in the managed practices across the area.
- To create a culture of learning and training for all staff, develop and implement processes for quality improvement.
- Act as a point of reference for salaried and locum GPs, or other Health Professionals to provide management and clinical guidance, advice and mentorship as appropriate.
- To work with the area nursing team to support the mentorship and development of advanced nurse practitioners within the practice.
- Provide guidance to salaried and locum GPs in relation to their learning and development, including PDP needs, in line with LHB and Health Services Centre policies and procedures.
- Provide leadership within the practice on clinical quality and governance matters, liaising closely with other members of the senior management team.
- To provide guidance and professional support with neighbouring health board practices to develop continuous improvement activities, to enable the population to access a wider range of healthcare provided from the different health board practice bases.
- Ensure salaried and locum GPs and clinical staff work to required performance standards including using regular audit, case reviews and directly observed consultations.
- Actively represent the practice and patients at LHB and other appropriate meetings as requested.
- Ensure adherence to all LHB and managed practice policies and clinical governance processes.
- Supports staff raising concerns about services or clinical standards.
- Acts promptly by investigating and addressing concerns and complaints relating to clinical staff and/or services as necessary.
- Together with the LHB and senior management team, drive forward positive changes in the delivery of the service to meet the changing demands of health care, commissioning and contractual requirements and improve performance.
- Provides a clinical perspective to the LHB and senior management team to ensure delivery of a cost effective, safe service which meets the needs of patients.
- Works with the LHB and senior management team to ensure medical services meet contractual requirements and achieves key performance indicators in a safe, timely and cost effective way.
- Ensures transmission of clinical information both within and external to the Health Services Centre remains confidential and adheres to information governance and data protection legislation.
GP Responsibilities
- Maintains the highest clinical standards at all times and practices in accordance with accepted good medical practice and service standards.
- Promotes the health and well-being of all medical and clinical staff within the practice by promoting efficient working methods and behaviours.
- Keeps up to date with advances in medicine and practices in line with national and local guidance and support other medical and clinical staff to do the same.
- Promotes the application of standards, protocols and codes of practice as set by Royal College of General Practitioners, General Medical Council, all other Royal Colleges and Councils applicable to the staff within the practice, Welsh Government, commissioning bodies and other regulatory and standard setting organizations as appropriate.
- Provide clinical advice and guidance to all practitioners caring for patients of the Practice.
- Demonstrates innovation in the development of practice strategy and policy.
- Ensure adequate and appropriate supervision and mentoring for salaried and locum GPs working in the service.
- Ensure effective lines of communication with practice staff and patients, local stakeholders, regulators and commissioners.
- Ensure that all registrations and revalidations appropriate to the personnel used by the practice are up to date and appropriate for the services provided.
- Contribute to the personal and professional development review process for other clinical staff/ Health Professionals enabling them to meet the medical, clinical and business needs of the practice, aspirations of the individual and requirements for registration and revalidation.
- Ensure that patient notes are fit for purpose, generated and recorded in accordance with appropriate protocols and legislation.
- Ensure medicines management in the managed practice meets legal requirements and is safe, clinically effective and conforms to:
- NICE guidance and WG directives
- Good Prescribing Practice
- Controlled Drugs legislation
- Guidance agreed by local medicines management teams
- Locally adopted and authorised Patient Group Directions
- Encouraging staff prescribing to:
- Not exceed the practice’s prescribing budget.
- Comply with targets set within the local Prescribing Local Enhanced Service
- Comply with prescribing indicators
- Have a high prescribing rate for generic, non-branded drugs
- Have a system that ensures safe management, monitoring and regular review for all patients receiving repeat prescriptions
- Ensure all medical referrals for patients meet best practice guidance for assessment and record keeping and this is audited on a regular basis.
- Maintain confidentiality in line with professional standards.

Essential Criteria
- Full GMC Registration with a licence to practise and entry on the GP Register
- Included on a Medical Performers List or eligible
- Ability to take independent clinical decisions when necessary and to seek advice from senior doctors as appropriate
- Understanding of clinical risk management and clinical governance
- Commitment to participating in and understanding of the management process
