Job Overview
The Moorfields Ophthalmic Reading Centre (RC) and Clinical AI Hub as part of the Moorfields NIHR CRF infrastructure plays a central role in research activities. It has two major activities.
The first major activity is providing services of grading, annotation, and quality control of ocular images based on service level agreements. These agreements may be from industry partners, Principal Investigators or Chief Investigators from the UK or abroad. The services may also be shared activities from NETWorc UK or other Reading Centres. This post holder will lead this activity and establish an increasing portfolio of such activities either by leading grant applications that require this activity or liaising with stakeholders, especially industry partners to bring in business that need this activity. The RC is expected to grow and attain and maintain ISO accreditation for applicable standards (for e.g ISO 27001). This Post Holder is responsible for ensuring appropriate governance structures are in place.
The second major activity is the Data Science and AI activities that require expertise in developing, validating, and implementing algorithms and will be led by a Data Science and AI lead, who will report directly to the Director of Clinical Research Facility. It is expected that this activity may require grading and annotation so these projects should be costed for such activities and this Post holder is responsible for delivery of that activity within Data Science projects.
This post holder will sign off the Grading or Annotation Forms for each study so it is essential that the post holder has a strong background in ophthalmic image interpretation and grading so that he/she can independently deliver image-based grading solutions on a wide range of images/diagnostic tests in retinal disorders. In particular, significant experience in interpretation of multimodal imaging and background knowledge in manifestation of pathological features on multimodal images are essential for Medical Retina. A background in interpretation of ophthalmic imaging/diagnostic tests from other sub-specialties in Ophthalmology, such as glaucoma, would be desirable.
Main duties of the job
Strategic leadership
- To support Moorfields Executive team to implement and assure a robust Discovery governance structure.
- This post holder is to develop and implement the strategy and operational plans of the Reading Centre within Moorfields Clinical Research Facility.
- The post-holder will demonstrate his/her leadership behaviours and how he/she will support our teams to deliver Excellence.
- To support the Director of Research of the NIHR Clinical Research Facility (CRF) by optimising the opportunities within the Reading Centre to deliver the CRF objectives.
- To support the Clinical Director of Research in ensuring a culture where, at all levels of the organisation, research and innovation is recognised and viewed as being fundamental to improving the outcomes and experiences for the population we serve and the staff we employ.
- To be efficient with resources and creative when securing additional sources of investment to support research & innovation activities within the Reading Centre.
- To support development of a tactical approach to develop the organisation’s capacity for participation in academic and commercially led health data research & innovation activities.
- Create the environment within the Reading Centre to support the development of academic health data research by working with Higher Education Institutions (HEI’s), medical research charities and other organisations.
- To ensure that there is a robust plan in place for the professional and personal development of RC workforce.
- Maximise the opportunities available to the Reading Centre by establishing mutually beneficial relationships with industry and innovation partners.
- Foster and nurture links with consumer organisations to ensure increase in service provisions of the Reading Centre by providing service level agreements to time and target.
- To be a visible leader to staff.
- Actively support the ongoing integration of the Reading Centre to processes and ways of working across all areas of the Discovery portfolio.

Health Data Research Governance and Operations
- Ensure all Reading Centre research activities are compliant with relevant regulatory requirements and Trust record management policies. (The Lead for Data Science and AI Hub will be responsible directly to the Director of Clinical Research Facility for all data science and AI projects).
- Support the production of research governance and operational reports for submission to relevant committees (for e.g Management Executive, Discovery Council & Executive, Board of Directors).
- To influence senior clinicians to ensure compliance with Reading Centre research and research data governance procedures.
- Ensure compliance of health data research with applicable legislation such as UK GDPR and the DHSC Data Access Policy.
- Establish standard operating procedures and processes for ethical, proportionate, and safe delivery of research purposes in Reading Centre.
- Lead the preparation for ISO accreditation for applicable standards (for e.g ISO 27001) in the RC, and ensure post-accreditation assurance processes are robust.
- Establish process for transparent use of data in the Reading Centre via preparation and publication of a Reading Centre Data Use Register. Ensure there are robust processes place for regular cycles of cybersecurity for Reading Centre infrastructure.
- Establish and maintain collaborative working with key institutions [eg UCL] and UKRI [inc. NIHR] funded research infrastructures.
Research Policy
- Responsible for maintaining awareness and understanding of emerging governmental research and innovation policy as this relates specifically to the use of health data for research.
- Support the MEH Discovery function to respond appropriately to health data policy trends.

- Support MPMS, GMC, NMC or Research Incident investigations as required.
- Provide expert research advice on any Reading Centre research incidents or HR issues that may involve research staff, patients or processes.
- Support and lead on the development of scholarship and fellowship opportunities, to develop future Reading Centre research leaders. Chair interview panels and represent the Reading Centre for appointment panels as required.

Education / Qualifications
Essential criteria
- FRCOphth / MRCOphth or equivalent ophthalmic qualification
- CCT in Ophthalmology or equivalent ophthalmic training (or be within 6 months of CCT date).
- Full GMC registration (with a ‘Licence to Practise’)
- Be on or eligible for the GMC specialist register, or be within six months of entry
- Higher Degree (e.g. MD or PhD
Knowledge & Experience

- Experience of leading research activities
- Knowledge on grading and annotation of ocular images
- Knowledge on regulatory and governance requirements
