Cloud, Security & Infrastructure Manager
Location: Belfast (Onsite)
Contract: Initial 6-9 months
Rate: Circa £550 per day (Inside IR35)
We are seeking an experienced Cloud, Security & Infrastructure Manager to join a leading public sector organisation based in Belfast. This is an excellent opportunity for a senior technical leader to oversee critical cloud, infrastructure, and cyber security services while managing a high-performing technical team.
This is a hands-on technical management position, combining strategic leadership with operational delivery across cloud infrastructure, networking, security, and enterprise platforms.
Please note: Candidates must have full rights to work in Northern Ireland. Sponsorship is not available for this role.
The Role
Reporting into the Head of Internal Operations, you will lead the Cloud, Security & Infrastructure function, managing a team of technical specialists while overseeing third-party suppliers to ensure the delivery of secure, resilient, and high-performing ICT services.
You will play a key role in driving cloud-first initiatives, cyber security improvements, infrastructure modernisation, and supporting the successful delivery of digital transformation programmes across the organisation.
Key Responsibilities
- Lead and manage the Cloud, Security & Infrastructure team, providing technical leadership, coaching, and performance management.
- Develop and deliver secure hybrid cloud infrastructure strategies aligned with organisational digital transformation objectives.
- Drive cloud-first adoption, infrastructure modernisation, and continuous platform improvements.
- Lead the delivery of secure, resilient, and highly available infrastructure services.
- Oversee enterprise networking, cloud platforms, infrastructure services, databases, and core technology environments.
- Work closely with Digital, Applications, and Project teams to support the successful delivery of business-critical programmes.
- Lead infrastructure, cloud, and security solution design, procurement, and implementation.
- Manage hardware and software deployment, configuration, and release management activities.
- Ensure effective supplier and vendor management, monitoring service delivery against agreed SLAs.
- Support business continuity, disaster recovery, and incident response planning.
- Lead governance activities to maintain ISO 27001 aligned Information Security Management Systems (ISMS).
- Oversee the implementation and ongoing management of SIEM capabilities and wider security monitoring.
- Promote security best practice, resilience, and continuous improvement across ICT services.
- Monitor emerging technologies and industry trends to inform future infrastructure strategy.

Essential Experience
We're looking for candidates who can demonstrate experience in the following:
- Proven experience managing enterprise cloud, infrastructure, and networking environments within complex organisations.
- Strong background supporting secure hybrid cloud environments and ensuring high availability, resilience, and performance.
- Experience operating within recognised security frameworks such as ISO 27001, Cyber Essentials, or GovAssure.
- Demonstrable experience leading and developing technical infrastructure and security teams, including third-party suppliers.
- Strong stakeholder management skills with experience working alongside senior leadership to deliver large-scale digital or ICT programmes.
- Experience developing business cases, leading procurement activities, and managing supplier relationships and service level agreements.
- Knowledge of infrastructure lifecycle management, cloud migration, release management, and operational support.
- Strong analytical, organisational, and problem-solving skills with the ability to balance strategic planning and operational delivery.

Desirable Experience
- Experience implementing or managing SIEM platforms.
- Experience supporting business continuity and disaster recovery planning.
- Public sector experience would be advantageous.
