Job Title: Development Manager / Quantity Surveyor
We are seeking a commercially astute Development Manager / Quantity Surveyor with strong experience across the full development lifecycle, ideally within the care home, healthcare, or residential sectors. We are rebuilding some of our care homes and building new ones.
Reporting to the Land Director & Senior Development Manager and supported by a wider, well-established team, this is an exciting opportunity for a hands-on professional who can combine development management of commercial projects with strong quantity surveying and commercial expertise. Leading projects from land acquisition and feasibility through procurement, construction, and handover while protecting client interests throughout.
You will play a key role in tendering, cost planning, contract administration, and post-contract commercial management, making this an ideal role for someone with both Commercial Development and client-side Quantity Surveyor experience.
Salary: Up to £75,000 (depending on experience)
Hours: 8am - 5pm, Monday to Friday
Location: Head Office in Bromley, Kent, and site-based as required
About the Role
Development & Pre-Construction
- Act as the client/Employer's Agent (EA) throughout the duration of the construction project
- Manage projects through feasibility, design, procurement, construction, and handover
- Prepare and interrogate development appraisals, cost plans, cashflows, and viability models
- Coordinate and manage external consultants (architects, engineers, planners, cost consultants)
- Lead the pre-construction process, ensuring designs are commercially robust and buildable
- Prepare and manage tender packages, scopes, schedules, and employer's requirements
- Run competitive tender exercises to secure main contractor pricing, including:
- Tender strategy
- Tender issue and clarification
- Tender analysis and reporting
- Value engineering and cost optimization
- Negotiate and agree building contracts and appointments

Commercial & Procurement
- Act as the commercial lead on developments, maintaining cost control throughout.
- Review costs, assumptions, and contractor proposals to ensure value for money.
- Manage risk allowances, contingencies, and procurement strategy.
- Monitor development budgets against approved appraisals.
- Support budget monitoring, forecasting, and reporting.
- Work with the team to track program milestones and highlight risks or delays.
- Support the preparation of board papers, business cases, and funder requirements.
Construction & Post-Contract
- Act as the Client's Employer's Agent / client-side Quantity Surveyor during construction.
- Administer building contracts, including:
- Valuations and payment recommendations.
- Variations and change control.
- Loss and expense assessments.
- Programme monitoring.
- Chair and attend progress meetings with contractors and consultants.
- Ensure compliance with contract, budget, programme, and quality requirements.
- Manage practical completion, defects, final accounts, and handover.

What We Need From You
- Proven experience as a Development Manager or Commercial Development Manager
- Quantity Surveyor qualification
- Strong commercial and cost management background
- Demonstrable experience running main contractor tender processes
- Experience acting in a client-side EA / QS role post-contract
- Excellent understanding of building contracts (e.g., JCT)
- Ability to manage multiple stakeholders and consultants
- Strong negotiation, reporting, and communication skills
- Analytical mindset with strong attention to detail.
- Ability to work proactively, manage time effectively, and handle multiple tasks.
- Proactive and adaptable, with a positive "can-do" attitude.
- Full UK driving license and own car is desirable. Mileage and travel expenses will be reimbursed.
