Commercial Manager 2-3 Year FTC (Civils Engineering & Construction) – SMR Programme
Great British Energy – Nuclear is an arms-length body of the Department for Energy Security and Net Zero, dedicated to advancing new nuclear technologies in Great Britain.
We play a key role in delivering nuclear new build, strengthening UK energy security, and meeting the country’s net-zero carbon emissions targets. Our focus is on fostering innovation, driving investment, and coordinating efforts to create a resilient and sustainable energy future.
Our first priority was the technology selection process for Small Modular Reactors (SMRs), initiated in 2023. SMRs offer potential advantages over traditional nuclear plants—faster deployment, modular factory-based construction, and more flexible deployment options. In June 2025, we secured Rolls-Royce SMR as the preferred bidder for the UK’s first SMRs, following a rigorous selection process.

Job Profile
Based in our London office, this fixed-term (2-3 years) role will focus on the procurement and commercial contracting strategy for Civils Engineering & Construction within the SMR Programme. These procurements are critical to delivery, spanning a 10-12 year timeframe with a combined value exceeding £1bn. You’ll report to the Senior Commercial Lead/Commercial Lead.
Responsibilities
As a Commercial Manager, your key tasks will include:
- Leading procurement/commercial activity from strategy to contract award and supplier mobilisation
- Developing commercial strategies, including contract mechanisms, financial modelling, and performance incentives
- Overseeing high-value construction/engineering contracts (typically £20m+, up to hundreds of millions) and managing internal task delivery across the team
- Driving ITT (Invitation to Tender) development, pricing negotiations, contract documentation, and supplier management
- Collaborating with Finance, PMO, Legal and Technical teams to ensure seamless delivery

Requirements
Experience & Expertise
- Hands-on experience in nuclear, construction, engineering, or critical infrastructure
- In-depth expertise in NEC contracts (drafting and negotiation)
- Proficiency in working to UK Government processes (including CAB, CO, HM Treasury)
- Ability to develop business cases aligned with the HMT Green Book framework
- Public sector procurement knowledge (e.g., PCR, Procurement Act, CCS) is advantageous
