We are looking for an experienced and driven Commercial Manager to join our Welsh Water Design & Build Framework. This is an exciting opportunity to play a key role in the successful delivery of a diverse portfolio of infrastructure projects while leading and developing a high-performing commercial team.
Reporting to the Senior Commercial Manager, you will be part of a supportive and ambitious environment where you can make a significant impact, contribute to major projects across Wales, and help shape the future growth and success of the framework.
Role Responsibilities
- Lead and manage a team of Quantity Surveyors, including direct line management of Senior Quantity Surveyors.
- Mentor, coach, and develop commercial team members, establishing objectives and monitoring performance.
- Oversee the commercial performance of all call-off contracts delivered under the Welsh Water Framework Agreement.
- Ensure accurate and timely financial forecasting, reporting, and commercial governance across all projects.
- Manage and review monthly reporting processes, including client reporting, internal CVR, cost management, change management, and cash flow reporting.
- Ensure subcontract management activities are undertaken in accordance with contract requirements and company procedures.
- Monitor subcontractor and internal performance against programme, budget, and commercial objectives.
- Implement and continuously improve commercial systems, reporting procedures, and governance frameworks to drive efficiency, consistency, and best practice.
- Lead commercial risk management activities and provide strategic commercial advice to project delivery teams.
- Ensure compliance with contract administration requirements, maximising value from change management and minimising exposure to unrecoverable costs.
- Consolidate project-level information into clear and concise executive-level reports and performance summaries.
- Support business planning through robust forecasting and data-driven commercial insights.
- Contribute to succession planning, capability development, and talent growth within the commercial team.
- Ensure compliance with Morgan Sindall standards, health and safety requirements, and industry best practice.

Skills, Experience And Qualifications
- Degree qualified in Quantity Surveying, Commercial Management, Construction Management, or a related discipline.
- Proven experience leading commercial teams within infrastructure, utilities, or construction environments.
- Strong history of delivering commercial performance across multiple projects and programmes.
- Extensive NEC3 contract administration experience, including ECC Option A, Compensation Events, Early Warnings, and dispute resolution.
- Strong knowledge of main contract and subcontract management.
- Experience managing monthly reporting processes, including CVRs, client reporting, change management, cost control, and cash management.
- Ability to deliver accurate reporting and commercial outputs to challenging deadlines.
- Experience implementing commercial controls, governance procedures, and reporting frameworks.
- Strong stakeholder management, negotiation, and influencing skills.
- Ability to translate complex project data into clear executive-level reporting and commercial insights.
- Advanced financial analysis, forecasting, and reporting expertise.
- Highly proficient in Microsoft Excel, including financial modelling and reporting.
- Experience developing reporting templates, dashboards, and performance metrics.
- Knowledge of commercial governance and control frameworks.
- Experience using COINS or similar commercial management systems.
- Practical knowledge of Power BI and data visualisation tools.
- Strong leadership and people management skills.
- Excellent communication and presentation abilities.
- Initiative-taking, collaborative, and solutions-focused approach.
- Highly organised with strong diligence.
- Ability to influence stakeholders at all levels.
- Enthusiastic about team development and continuous improvement.

About the Water|Highways Business Unit
Our Water team designs, builds, and maintains vital UK water infrastructure, ensuring secure water supply and wastewater services.
We work with major water companies to create resilient facilities, reduce flood risks, and improve environmental outcomes. Currently, we participate in the Welsh Water AMP7 and AMP8 frameworks and have secured projects with Wessex Water for the next five years. These long-term framework agreements are part of a national £88 billion investment, requiring a collaborative and agile approach to meet the industry's challenges.
Our Highways team delivers comprehensive services, from major national projects to local schemes, improving road journeys for millions daily.
With expertise in tunnelling, bridges, and more, we provide end-to-end project support, including design, integration, and construction. Current projects include concrete road replacements for National Highways, smart motorway safety enhancements, and widening the A423 for Oxford City Council.
