Commercial Manager – Consultant to Executive Grade

Location: Bristol, with travel to client sites Type: Permanent | Schedule: Full-time with flexible core hours

About the Role

We are seeking an experienced Commercial Manager (Executive Grade) to contribute to the delivery of our major energy infrastructure programme. You will lead commercial and contractual functions across large-scale professional services and construction contracts, including:

  • Contractual & Administrative Leadership

    • Sensible interpretation and application of NEC3 Options A, C, and E (Flexible, Target & Partnering), including drafting, reviewing, and responding to Early Warning Notices (EWNs) and Compensation Events.
    • Payment dispute resolution, valuations, and certifications.
    • Contract and programme assessments.
  • Procurement & Exchequer:

    • Tender strategy formulation, supplier negotiations, post-award performance monitoring, and pass-through audits.
  • Risk & Strategy:

    • Monthly commercial reporting and project risk register adherence, including claims and scenario running.
    • Developing and monitoring electronic contract management solutions.
  • Operational Excellence:

    • Supply chain performance reviews, risk mitigation strategies, and operational efficiency improvements.

Responsibilities

  • Act as the Senior Advisor on commercial viability, market value, and risk to all stakeholders.
  • Lead the NEC reform workshops and procure remaining MultiAmp and MiniAmp contracts.
  • Provide EU Loan Agreement (EULA) releIF compliance and provide project controls reporting updates.
  • Oversee KPMG equine valuations,rien disclosure compliance, and support specialist or advice where appropriate.
  • Attend Modular Jurisdiction Client Forum Meetings (JCM) to brief senior leadership on status and identify future dependencies.

Key Deliverables:

  • NEC3 contract management, with exits to J1+ and single agreement risk transfer.
  • Pre-contract and post-contract review financial analysis.
  • Development of a self-service tool, to enable control and reporting, including claim writing.

Requirements

Qualifications:

  • Preferred: Degree in a related discipline (Quantity Surveying / Cost Management, Construction Law or equivalent).
  • Alternative (considered): Engineering graduate, with chartered membership.
  • Professional Experience:
    • Essential: 3–5+ years’ hands-on commercial experience in the construction/engineering value chain (cost compliance, procurement, claim management, IC report compliance).
    • Preferred Sectors: Nuclear, Civil Engineering, Import-Export or Defence contracting.
    • SAP and CEMAR experience must be demonstrated.

Specialist Skills:

  • Project Controls: Advanced NEC3, NEC4 and Procurement Law knowledge (including best practice and dispute resolution).
  • Certifications: Membership of the RICS, CIOB, AcostE, APM, or equivalent; preferred (or willing to join).
  • People Management: Proficient in agile leadership, stakeholder management, and solution-focused troubleshooting.
  • Tool Proficiency: Familiar with MATRIX Projects, PMArch, BSRIA, or DPS and able to master CostMine.
