Interim Commercial/ Procurement Manager (Pre-Contract)

We are recruiting for an experienced Commercial/Procurement Manager to join a major London public sector organisation on an interim basis. This role is focused on public sector pre-contract procurement, making this a fantastic opportunity for someone with strong experience in procurement strategy, tendering, evaluation and governance within a regulated environment.

Key Details

  • Contract Length: Until 18 December 2026
  • Location: North Greenwich, London (Hybrid – 2–3 days in office, 2 days WFH)
  • Daily Rate: £388.10 PAYE or £529.54 Umbrella
  • Start Date: ASAP
  • Interview: Single-stage via MS Teams

Role Overview Working within the Corporate Services Procurement function, you will support the delivery of complex and high-value service procurements, including social impact-related projects. The emphasis of this role is on pre-contract procurement activity, requiring someone who can develop effective sourcing strategies, manage tender processes, produce robust governance documentation and provide commercially sound procurement advice to stakeholders.

Key Responsibilities

  • Lead complex pre-contract procurement activities from procurement strategy through to contract award.
  • Develop sourcing strategies and manage tendering and evaluation processes.
  • Prepare governance and approval papers to support procurement decision-making.
  • Apply market intelligence and data insights to develop procurement options and recommendations.
  • Partner with stakeholders to understand requirements and provide procurement expertise.
  • Support the delivery of high-value and complex service procurements while ensuring compliance with public sector procurement regulations and governance requirements.

Essential Skills & Experience

  • Extensive public sector procurement experience.
  • Strong pre-contract procurement expertise, including procurement strategy, tendering, evaluation and supplier selection.
  • Experience drafting high-quality governance and approval papers.
  • Strong stakeholder management and engagement skills.
  • Ability to use market knowledge, commercial insight and data analysis to develop innovative procurement approaches.
  • Strong communication, influencing and relationship-building skills.
  • Ability to work effectively in a complex environment with multiple stakeholder demands.

Desirable Experience

  • Experience using SAP Ariba or similar procurement systems.
  • Familiarity with Services Contracts.
  • Experience supporting complex, high-value service procurements.
