Civil Nuclear Constabulary – Commercial Officer
Location: Based at Culham (hybrid working with imminent relocation to Harwell in Autumn 2026) Salary: Up to £36,318 plus a £2,000 South East Allowance, plus generous benefits Contract: Permanent, 37 hours per week
About the Role
The Civil Nuclear Constabulary (CNC) is an armed police service dedicated to ensuring the protection of nuclear material and facilities. As a world-class provider of security services within the nuclear sector, CNC recruits and retain skilled professionals to uphold its mission.
The Commercial Officer plays a crucial role in overseeing the full lifecycle of procurements and contracts within the CNC, ensuring compliance with legal and regulatory standards while delivering value for money. This position focuses on:
- Supporting stakeholders in meeting their needs in a timely and compliant manner through advice, guidance, and proactive management.
- Collaborating with suppliers, internal departments, and external agencies to ensure contract execution, effectiveness, and intended outcomes.
- Contributing to the continuous improvement of contractual terms, policies, service level agreements (SLAs), and commercial practices across varied contractual areas.
- Monitoring compliance for both contractors and CNC staff to ensure adherence to agreed terms.
Responsibilities
- Advise and support stakeholders on procurement requirements and contractual obligations.
- Coordinate supplier engagement, manage contracts, and escalate issues as needed.
- Ensure compliance with procurement legislation, regulations, and Cabinet Office initiatives.
- Negotiate, draft, and review contracts while assessing financial implications and performance metrics.
- Work with Contract Specialists to refine commercial terms, conditions, policies, and SLAs.
- Analyze financial data, budgets, and contract costs to identify savings and efficiencies.
- Negotiate contracts while applying contract law and procurement legislation.
- Develop and maintain effective working relationships with internal/external stakeholders and diverse teams.

Requirements
Qualifications & Knowledge
- Degree (minimum 2:2) in a field directly relevant to Supply Chain, Commercial Operations, or Business.
- Active study towards MCIPS (Membership of the Chartered Institute of Procurement & Supply) or strong interest in pursuing the qualification.
- Strong understanding of commercial terms, procurement law, regulations, and public-sector contracting.
- Familiarity with Cabinet Office procurement initiatives, EU Public Contracts Regulations, and government framework agreements.
Experience
- Proven experience in supplier management, contract negotiations, and commercial decision-making.
- Experience in resolving procurement issues and escalating matters where necessary.
- Knowledge of procurement legislation, budgeting, cost controls, and financial management in contracts.
Skills
- Analytical skills to assess contract terms, financial data, and performance metrics.
- Attention to detail in reviewing documents for accuracy and compliance.
- Excellent communication (written and verbal) to clarify expectations and stakeholder requirements.
- Financial acumen to recognise procurement efficiencies and savings opportunities.
- Strong negotiation abilities with a working understanding of contract law.
- Interpersonal skills for collaborating effectively with teams and external partners.

Working Arrangements
This role is hybrid, with a 60/40 working arrangement (4 days hybrid, 1 day in office). The 60% hybrid split will be discussed and agreed with the appointed candidate.
Initially based at Culham HQ, with a planned relocation to Harwell in Autumn 2026.
