About The Project
Transport for London (TfL) has awarded Indra a long-term contract to operate, develop, enhance, and expand ticketing and access control systems across London’s transport network until 2034, with options to extend until 2039. This initiative covers the maintenance, operation, and evolution of a large-scale, complex ecosystem, including:
- Turnstiles
- Validators
- Ticket machines
- Sales terminals
- Back-office systems
- Payment gateways
- IT infrastructure
- Cybersecurity

The system supports over 8.6 million daily journeys, making it the world’s largest and most sophisticated ticketing network.
Indra will become TfL’s strategic technology partner to ensure the operational and future evolution of this system. Following a two-year transition period, Indra will serve as the sole provider across the network, which includes:
- 8,500+ buses
- Nearly 400 Underground stations
- Around 300 rail stations (Overground, DLR, Elizabeth Line, and suburban services)
- 4,000+ Oyster Card outlets
- Seven customer service centres
- 24 river boat boarding points
With 30+ years of experience in urban public transport solutions, Indra will manage and evolve all aspects of the system while partnering with TfL to implement new technologies, making it more efficient and automating key processes. This project aims to create the next generation of London’s ticketing system.
Role Overview
The Commercial Support Officer plays a vital role in ensuring compliant commercial management of subcontracting activities under the Proteus Contract. Working closely with the Contract Commercial Manager (CCM) and the wider commercial team, this role supports robust subcontract controls, transparency, and compliance—though not binding the Contractor—to align with Transport for London’s (TfL) contractual obligations and internal governance frameworks.
Key Duties Include
Subcontract Management & Compliance
- Support the end-to-end commercial management of subcontracts, ensuring full alignment with contractual requirements, policies, and governance obligations.
- Maintain accurate and up-to-date subcontract records in the Contract Register, including approvals, variations, and documentation.
- Assist in the preparation, submission, and tracking of Requests for Consent to Appoint in compliance with contractual guidelines.
- Ensure all subcontracting activities meet TfL’s contractual obligations, maintaining audit readiness at all times.
- Monitor subcontractor performance against KPIs and support reporting to governance forums.
- Identify, track, and escalate commercial risks related to subcontracting activities.
Commercial Governance & Controls
- Manage contract registers, variation logs, and commercial trackers, ensuring accuracy, completeness, and version control.
- Support subcontract-related variation processes, including logging, tracking, and maintaining audit trails.
- Ensure proper control, filing, and accessibility of all commercial and subcontract documentation per company standards.
- Track actions, approvals, and decisions arising from subcontract and governance meetings.

Commercial Support & Coordination
- Provide day-to-day administrative and commercial support to the CCM and wider commercial team.
- Coordinate inputs from Finance, Procurement, Legal, Risk, and Delivery teams to support integrated commercial decisions.
- Assist in preparing commercial inputs for governance forums, including Commercial Review and Contract Management Meetings.
- Support Value for Money, benchmarking, and reporting activities related to subcontracting.
Supply Chain Engagement
- Develop and maintain effective working relationships with subcontractors and supply chain partners.
- Assist in subcontract procurement activities, including tendering, evaluation, and commercial negotiations where required.
Requirements
Required Skills and Experience
- Experience in commercial, subcontract management, or contract administration, preferably within regulated, public-sector, or infrastructure environments.
- Familiarity with subcontract governance, contract registers, variation logs, and compliance frameworks.
- Experience supporting subcontract procurement, tendering, or supply chain processes (desirable).
- Strong understanding of commercial controls, risk management, and audit requirements.
Skills Requirements
- Bachelor’s degree in Law, Engineering, Information Management, or a related discipline.
- Excellent communication and negotiation skills.
- Strong analytical capability and confidence in made under pressure.
- High levels of professionalism, integrity, and accountability.
- Ability to manage competing priorities while upholding contractual compliance.
- Proactive, pragmatic, and solutions-focused approach to resolving commercial challenges.
