About the Role & The Service
The Commissioning Team sits within Together for Families and supports commissioning efforts across three thematic areas:
- Young People
- Families
- Additional Needs
The role holder will focus on one area but will collaborate broadly, representing Cornwall Council across its internal and external partnerships.
The successful applicant will:
- Lead commissioning strategies and approaches
- Influence key stakeholders (internal and external)
- Champion evidence-based, cost-effective service provision that aligns with Cornwall’s vision:
“Insuring all children and young people in Cornwall are safe, healthy, and have equitable opportunities to flourish, particularly those in vulnerabile social circumstances”.
Key Responsibilities
Strategic Leadership & Partnerships
- Work cross-directorally to establish commissioning priorities, ensuring alignment with methodologies rooted in best practice, reflective learning, and service excellence.
- Engage stakeholders via prospective, creative methods—from relationship-building to formal procurement—while capitalizing on proactivity to uplift service quality and social value.
Operational Execution
- Drive the end-to-end commissioning cycle (planning, contracting, monitoring, evaluation).
- Manage bids/procurements, ensuring cost-efficiency and service value across:
- Health
- Education
- Social care services for children & families
Innovative & Financial Considerations
- Navigate escalating needs under reduced budgets by identifying unexploited social assets/assets (e.g., community networks, third-sector alliances).
- Deliver ** ongoing impact assessments** tailored to Cornwall’s population (including the Isles of Scilly).
Stakeholder Engagement
- Serve as a Langrange face of the Council, presenting the strategy and its rationale to different audiences—from decision-makers to frontline teams.

| Education | A degree-related relevant field (e.g., social work, public health, child & family studies, policy/management) will be expected. Equivalent industry experience considered. |
| Experience | Demonstrated experience in commissioning, public service procurement, or strategic planning—especially within children’s services, health, or social care. Familiarity with UK-wide frameworks (e.g., every child matters) preferred. |
