About the Role
The Commissioning Officer is a key position in the Commissioning, Performance and Service Development Service, responsible for enhancing lives by ensuring high-quality, responsive services are designed, delivered, and improved across:
- Adult social care
- Children’s services
- Education
- Home-to-school transport
- Complaints & feedback management
- Strategic development
You’ll work closely with health providers, social care partners, and community stakeholders to drive transformation, reduce inequalities, and deliver sustainable, community-focused solutions.
Key Responsibilities
- Develop and implement evidence-based commissioning strategies for vulnerable groups
- Collaborate on joint commissioning strategies across Council services and external partners
- Support the Public Health Agenda, contributing to the Joint Strategic Needs Assessment and addressing health inequalities
- Stimulate and shape the service market to ensure high-quality, value-for-money solutions
- Build and maintain strong relationships with providers and stakeholders to align services with local needs
- Manage the tendering and procurement process in partnership with the Council’s procurement team
- Contribute to budget management for commissioned services
- Foster health and social care integration, tackling service gaps and inequalities

Requirements
Essential:
- A degree (or equivalent professional experience) in health/social care, policy, or a related field
- Deep understanding of health and social care policy, legislation, and frameworks
- Proven experience in stakeholder engagement and cross-organisational collaboration
- Ability to present complex information clearly to diverse audiences
- Expertise in project and change management, with strong decision-making and leadership
- Financial acumen, including budget and data analysis
- Self-motivated, able to manage workloads and utilise IT tools effectively
Preferences
- Experience working in local authority or public sector environments
- Background in contract monitoring, quality assurance, or procurement
