Job Title: Commissioning Officer

Directorate: Adult Services

Pay Level: £41,873 – £47,238 (fully inclusive of local weighting allowance | Contract Type: Permanent) Working Hours: 37 hours per week | Location: Observatory House/Slough (Hybrid Minimum 2 days per week in office) DBS Requirement: Standard | Number of Vacancies: 2

About the Role

If yes, then now is the perfect time to join our expanding Commissioning team, shifting to an all-age approach. We’re hiring 2 experienced Commissioning Officers who will:

  • Drive strategic commissioning priorities, using data, insight, and evidence to shape demand, market, and service redesigns that meet statutory duties and deliver better outcomes for residents and carers.
  • Contribute to savings targets and ensure value for money, collaborating closely with market management, finance, legal, and procurement teams across the Council.
  • Work against the Commissioning Forward Plan, where your work will adapt to our evolving priorities.

These roles are not portfolio-specific, meaning your focus will centre on our overarching objectives while leveraging your expertise in commissioning and service redesign.


Responsibilities

Core responsibilities include:

  • Analysis and Insight:

    • Assess current and future service demands using data and evidence.
    • Identify trends and gaps to inform strategic decision-making.
  • Service Design and Redesign:

    • Influence and support the redesign of service pathways to meet statutory requirements and enhance user outcomes.
    • Collaborate with providers, stakeholders, and colleagues to align services with community needs.
  • Value for Money:

    • Help drive cost efficiencies and savings initiatives.
    • Oversee financial planning and ensure all service commissions deliver optimal value for residents.
  • Market Assessment and Development:

    • Monitor the local and wider service market to ensure fair competition and innovation.
    • Work with procurement and legal teams to facilitate robust tendering processes.
  • Cross-Council Collaboration:

    • Engage supportedly with market management, finance, HR, corporate strategy, senior governance, and other senior managers to align commissioning practices with broader Council goals.
    • Translate strategic priorities into actionable targets, ensuring accountability at all levels.

  • Stakeholder Engagement:
    • Build strong relationships with voluntary sector organisations, third-party providers, carers, and vulnerable adults.
    • Champion inclusivity, equality, and diversity in commissioning decisions.

Requirements

Experience & Knowledge

  • At least 4 years’ experience in commissioning, procurement, policy development, or service improvement within Adult Social Care or related sectors.
  • A robust understanding of statutory frameworks, particularly for Adult Social Care, health, and child protection.
  • Experience in service redesign and transformation, including engaging with providers and stakeholders.
  • Proficiency in data collection, analysis, and report writing to inform strategic decisions.
  • Strong knowledge of demand forecasting, market design, and regulatory compliance.

Skills

  • Excel in strategic thinking and problem-solving, with the ability to influence decision-makers at all levels.
  • Collaborative mindset with strong stakeholder and relationship management skills.
  • Proactive, organised, and able to meet tight deadlines while maintaining impeccable attention to detail.
  • Comfort with ** adversity negotiations,** financial planning, and risk analysis.
  • Commitment to anti-discriminatory practice and fostering an ethos of inclusivity and wellbeing.

Education & Qualifications

  • Degree-level qualification in Social Work, Healthcare, or a related field would be an advantage.
  • Professional qualifications in commissioning, procurement, or public sector finance are highly desirable (e.g., FCMA, NbA/Send Caring for Children Qualification).

Other

  • Access to a NLW-approved account (UK market) if working remotely.
  • Right to work in the UK without visa sponsorship.
