Communications & Engagement Specialist (12-Month Contract)
Location: Cheltenham, UK (Hybrid options available) Duration: 12-Month Contract (August 2026 – August 2027) Sector: National Security / Public Sector / Defence
The Opportunity
Are you a senior communications professional who thrives in complex, high-stakes environments? Do you have an innate ability to transform intricately dense strategic narratives into compelling, accessible messaging?
We are searching for a Communications & Engagement Specialist to join a central strategic team, working at the core of a highly regulated, sensitive environment. This is a distinct opportunity to shape, execute, and evaluate robust communications that drive national-level objectives and maintain fragile, high-level stakeholder trust.
Key Responsibilities
- Strategic Delivery: Develop, plan, and execute clear, cohesive, and resonant campaigns across digital channels, internal communications networks, and precisely targeted stakeholder updates.
- Leadership Advisory: Serve as an integral, valuable strategic advisor to executive stakeholders and programme teams, guiding them on audience needs, tailored messaging, and evaluating communication risks.
- Content Creation: Deliver exceptional, high-quality written communications, including:
- Comprehensive communication plans
- Stakeholder engagement strategies
- Briefing packs, talking points, and prepared Q&A briefs
- Stakeholder Management: Drive engagement initiatives with internal and external stakeholders, cultivating mature, secure relationships rooted in rigour, discretion, and unwavering integrity.
- Evaluation: Track and assess the success and cost-effectiveness of communication activities, translating actionable insights to enhance ongoing strategies.

Requirements
Essential
- Proven Track Record: Extensive experience in senior communications or stakeholder engagement roles, especially within:
- Government agencies
- Defence sector
- National Security frameworks
- Or a similarly high-regulated operational environment
- Exceptional Storytelling: Outstanding copywriting, editing, and narration skills, with a keen ability to distil complicated, highly technical data and milestones into clear, engaging, and impactful messaging.
- High Discretion: Consistent demonstration of professionalism, discretion, and regulatory compliance, particularly within senior, clearance-required briefings.
- Relationship Builder: Experience advising senior leadership, managing sensitive stakeholder networks, and building trust across diverse, complex ecosystems.
- Organisational Excellence: Proven capability for Managing multiple high-priority deliverables efficiently under tight deadlines without compromising on quality and accuracy.

Desirable (Not Essential)
- Direct experience with central government communications structures and protocols.
- Working knowledge of the UK national security landscape or classification regimes.
- Familiarity with behavioural insights framework and audience segmentation.
